The Uruguay Round agreements on agriculture were intended to move member countries toward a fair and market-oriented agricultural trading system. But in practice, state trading enterprises with monopoly power or exclusive rights in agricultural trade in major products still prevail in many countries. And significant price distortions still exist in trade in products subject to state trading.The Uruguay Round agreements on agriculture were intended to move member countries toward a fair and market-oriented agricultural trading system. By progressively reducing domestic government support and export subsidies, converting nontariff barriers to tariffs, and reducing barriers to market access, members were committed to reducing distortions in world agricultural trade and in preventing new distortions from arising.But state trading enterprises with monopoly power or exclusive rights in agricultural trade in major products are still prevalent in both industrial and developing countries. In many countries, the operations of these state trading agencies tend in practice to nullify the intended objectives of the concessions on market access reached in the Uruguay Round. And there are still significant price distortions in trade in products subject to state trading.This paper - a product of the Development Research Group - is part of a larger effort in the group to evaluate the progress of trade liberalization and their effects on developing countries.

This paper provides quantitative estimates of the impact of removing agricultural support (both tariffs and subsidies) in partial- and general-equilibrium frameworks. The results show that agricultural support in industrial countries is highly distortionary and tariffs have a larger distortionary impact than subsidies. Removal of agricultural support would likely raise the international prices of food, resulting in an increase in the cost of food for many net-food- importing countries, although the increase is generally small. The results also show that most of the benefits from removing agricultural support accrue to the countries that liberalize.

Abstract: May 1999 - In the new round of World Trade Organization talks expected in late 1999, negotiations about access to agricultural and services markets should be given top priority, but new trade agenda issues should also be discussed. Including new trade agenda issues would increase market discipline's role in the allocation of resources in agriculture and would encourage nonagricultural groups with interests in the new issues to take part in the round, counterbalancing forces favoring agricultural protection. A new round of World Trade Organization negotiations on agriculture, services, and perhaps other issues is expected in late 1999. To what extent should those negotiations include new trade agenda items aimed at ensuring that domestic regulatory policies do not discriminate against foreign suppliers? Hoekman and Anderson argue that negotiations about market access should be given priority, as the potential welfare gains from liberalizing access to agricultural (and services) markets are still huge, but new issues should be included too. Including new trade agenda issues would increase the role of market discipline in the allocation of resources in agriculture and would encourage nonagricultural groups with interests in the new issues to take part in the round, counterbalancing forces in favor of agricultural protection. They also argue, however, that rule-making efforts to accommodate the new issues should be de-linked from negotiations about access to agricultural markets, because the issues affect activity in all sectors.
