This short open access book investigates the role of renewable energy in East Africa to provide policy-relevant inputs for the achievement of a cost-effective electrification process in the region. For each country, the authors review the current situation in the domestic power sector, adopt a GIS-based approach to plot renewable energy resources potential, and review currently planned projects and projects under development, as well as the key domestic renewables regulations. Based on such information, least-cost 100% electrification scenarios by 2030 are then modelled and comparative results over the required capacity additions and investment are reported and discussed. The authors also inquire into some of the key technological, economic, policy, cooperation, and financing challenges to the development of a portfolio of renewables to promote energy access in a sustainable way, including a discussion of the challenges and opportunities that might stem from the interaction between local RE potential and natural gas resources currently under development in the region. To conclude, policy recommendations based on the book’s results and targeted at international cooperation and development institutions, local policymakers, and private stakeholders in the region are elaborated.

This book provides information on the distribution of the available energy resources throughout the continent and how it is linked to the development of individual states. Africa is considered one of the poorest continents in the world, mainly because its development has historically depended on imported resources including technical expertise. This view and its associated resource management strategy are based on the perception that Africa lacks sufficient energy resources to drive its development agenda. Analyses of individual countries’ energy potentials, exploitation levels and distribution mechanisms are provided with a view to identifying additional factors that are stifling Africa’s economic development. One critical factor is the relationship between available energy resources and the energy mixes chosen by different states, and how these can be exploited to produce the right blend of energy for various applications such as industrial, transport, domestic, and recreational uses. The authors provide an in-depth analysis of the advantages and disadvantages of different energy sources in terms of their environmental, industrialization and distribution costs, impacts, and the development options best suited for improving Africa’s economic situation. This analysis is based on the assertion that Africa is indeed blessed with abundant energy resources, which have not been effectively exploited. The book not only reviews Africa’s energy situation in general, but also reveals that, while there are certainly circumstances peculiar to individual countries, the similarities, especially within Sub-Saharan African countries, outweigh the differences. That being said, the challenges and available opportunities in each country should be viewed with due consideration given to the prevailing national resource management environment. Many initiatives in Africa fail because of the many loopholes in the management structures, which allow corruption, theft, and mere selfishness to thrive. In addition to the negative impacts of these factors on implementation activities, there is also a general lack of institutional support for initiatives that could otherwise be very progressive. Thus, taken together, these retrogressive practices stifle African energy development plans. Inadequate electricity services pose a major impediment to reducing extreme poverty and boosting shared prosperity in Sub-Saharan Africa. Simply put, Africa does not have enough power. Despite the abundant low-carbon and low-cost energy resources available to Sub-Saharan Africa, the region s entire installed electricity capacity, at a little over 80 GW, is equivalent to that of the Republic of Korea. Looking ahead, Sub-Saharan Africa will need to ramp-up its power generation capacity substantially. The investment needed to meet this goal largely exceeds African countries already stretched public finances. Increasing private investment is critical to help expand and improve electricity supply. Historically, most private sector finance has been channeled through privately financed independent power projects (IPP), supported by nonrecourse or limited recourse loans, with long-term power purchase agreements with the state utility or another off-taker. Between 1990 and 2014, IPPs have spread across Sub-Saharan Africa and are now present in 17 countries. Currently, there are 125 IPPs, with an overall installed capacity of 10.7 GW and investments of $24.6 billion. However, private investment could be much greater and less concentrated. South Africa alone accounts for 67 IPPs, 4.3 GW of capacity and $14.4 billion of investments; the remaining projects are concentrated in a handful of countries. The objective of this study is to evaluate the experience of IPPs and identify lessons that can help African countries attract more and better private investment. At the core of this analysis is a reflection on whether IPPs have in fact benefited Sub-Saharan Africa, and how they might be improved. The analysis is based primarily on in depth case studies, carried out in five countries, including Kenya, Nigeria, South Africa, Tanzania and Uganda, which not only have the most numerous but also among the most extensive experience with IPPs.

Although Uganda has abundant energy resources including hydropower, oil and gas, biomass, geothermal, and solar energy, energy poverty is still very high and constrains socio-economic transformation. Biomass energy accounts for approx. 88% of the energy mix and only up to 28% of the country population have access to electricity, and the two energy sources are climate sensitive. The reliance on biomass energy is a driver to deforestation and forest degradation that also reduces the country,Äôs resilience to climate hazards such as flooding, drought and landslides. Besides, deforestation is driver to greenhouse gas (GHG) emissions and adversely affects the delivery of ecosystem services. Uganda is also warming very first and rainfall patterns are becoming more variable. Coupled with increasing occurrence and severity of drought, intense rainfall, flooding and landslides, energy supply systems are becoming more vulnerable. While Uganda is currently not a major emitter of GHG, emissions will rise significantly in the future given the country,Äôs rapidly growing population and urbanization that are increasing demand for energy and exacerbated by ongoing oil and gas development. Therefore, as Uganda strives to attain a middle-income status country, building climate resilient and transiting to decarbonized energy systems is not only a necessity but transformational to reducing energy poverty, increasing access to clean and affordable energy services, spurring investment and economic growth, job creation, improved health and poverty reduction. In this chapter, we examine the nexus between energy and climate change in Uganda, focusing on energy as both a driver and victim of climate change while at the same time exploring opportunities for achieving enhanced access to affordable, reliable and clean energy as a contribution to sustainable, green and resilient development.
