The Nordic Council of Ministers has analysed data from interviews with residents of the Nordic Region to explore how democratic participation and perceptions of democracy have changed since the beginning of the 2000s. The study shows that although interest in politics has increased in the region since 2002, there is no discernible trend with regard to trust in national parliaments or trust in politicians. Compared with the rest of Europe, those living in the Nordic Region have a high level of trust in the European Parliament. Interest in politics in the region is also greater than in the rest of Europe. This report is authored by the policy analysis unit at the Secretariat to the Nordic Council of Ministers. Green to Scale is a series of analysis projects that have highlighted the potential of scaling up existing climate solutions. Nordic Green to Scale for countries zooms in on two regions: the Baltic States, Poland and Ukraine in Europe; and Kenya and Ethiopia in East Africa. This report presents the emission reduction potential of 10 selected solutions for the European target countries. The study highlights the costs, savings and co-benefits of implementing the solutions as well as makes policy recommendations for capturing the potential. The project was carried out by the Finnish Innovation Fund Sitra, together with its partners CICERO, CONCITO and Institute of Sustainability Studies at the University of Iceland. The Nordic Council of Ministers was tasked with steering Nordic co-operation towards delivering this vision. The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.
