This is the final report of the Defense Science Board Task Force on the Deep Attack Weapons Mix Study (DAWMS) Methodology. Included is an annotated viewgraph report on Phase I (weapons optimization) as well as a letter report on the Phase II methodology (trade-offs of weapon-delivery platforms). The Task Force was charged to provide an independent assessment of the analytical tools and models employed in the DAWMS effort. The significant issue that the Task Force discovered in their review of DAWMS methodology is the great difficulty in realistically modeling large-scale joint military operations against opposing forces. As a result, the Task Force believes that it is important for the Department to move forward with the development of greatly improved approaches for modeling such large-scale operations. Only by such an advance will it be possible to evaluate the capabilities of various force-structure options as well as the impact of new tactics and weapon systems.

In 200, the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT & L)) directed the Defense Science Board (DSB) to study the precision targeting of air-delivered munitions. The results of the 2001 Task Force were well-received within Office of the Secretary of Defense (OSD), and in June 2003, USD(AT & L) directed the DSB to study the closely related topic of "integrated fire support in the battlespace." In this new study the 2003 Task Force applied an approach and methodology similar to the 2001 effort but focused instead on ground-based fires, sea-based fires, and close-air support. As directed in its terms of reference (TOR), the 2003 Task Force assessed the following: ̂ The adequacy of current and proposed munitions, ̂ The timeliness and accuracy of ISR systems, ̂ the adequacy of battlefield C(exp 3) systems, and ̂ Impediments to integrated fires. From October 2003 through April 2004, the Task Force met monthly to gather information.

Time critical conventional strike from long standoff ranges into restricted or denied territory has been an operational, policy, and acquisition challenge for a long time. In situations in which time is not a factor and/or in which sufficient U.S. forces are deployed nearby, the U.S. has demonstrated its ability to strike at identified threats effectively. However, in situations in which time is a factor and no nearby forces are present, only two options are currently available-- nuclear intercontinental ballistic missile systems(ICBMs)/submarine/sea-launched ballistic missile systems (SLBMs) or no military action. This report recommends a course of action to ensure that there is an appropriate, effective time critical conventional strike option in place.

The Task Force considered a range of ICBM and basing alternatives, with emphasis on the question of survivability and stability. The principal deployments analyzed were: (1) 500 Small ICBMs (SICBMs) deployed in Hard Mobile Launchers (HMLs) on four existing U.S. Government complexes in the Southwest; (2) 50 MX ICBMs deployed in a variable number of superhard silos (patterned array); and d(3) 50 MX ICBMs deployed in carry hard configuration, i.e., in hardened cannisters deployed among a large number of low cost vertical shelters. The Task Force concluded that there is at least one SICBM basing mode -- and possibly one or more MX basing modes -- which, although costly, have a high degree of survivability and accordingly are suitable candidates for deployment by the U.S.
