North Korea policy is famously known as the "land of lousy options." Currently, North Korea's nuclear weapons and ballistic missile programs look unstoppable. Decades of failed denuclearization diplomacy, however, cannot deter the allies from seeking new avenues of engagement with the modest goal of slowing down the program's growth. Failing that objective, the United States must be cognizant that contingency planning, enhanced military readiness, and strengthened extended deterrence measures with South Korea and Japan serve to make U.S. alliances in Asia stronger, which in turn impose costs on North Korea for its proliferation behavior.

North Korea is perilously close to developing strategic nuclear weapons capable of hitting the United States and its East Asian allies. "North Korea poses two distinct but interrelated challenges. The first is external: the challenge posed by its nuclear weapons program and the threat of proliferation off the Korean Peninsula. The second is essentially but not wholly internal: the challenge posed by the pending transfer of power in Pyongyang and potential for instability as the process plays out. This complex reality underscores the need for balance and strategic patience if the twin dangers of proliferation and instability on the peninsula are to be successfully managed. U.S. national security interests on the Korean Peninsula are focused on deterrence of North Korea, defense of the Republic of Korea (ROK) if deterrence should fail, and support for Korean unification under the ROK. The United States also has a national security interest in North Korea's stability. This interest should not be mistaken as support for the Pyongyang regime, but given the risks posed by its nuclear weapons program, instability could result in the loss of command and control over those weapons and increase the risk of proliferation. The Six-Party Talks aimed at the denuclearization of North Korea are currently suspended. Nevertheless, diplomacy with North Korea will likely resume at some point but be protracted in nature. The policy challenge is what to do while the diplomacy plays out. The United States, the ROK, and Japan are acting correctly by maintaining close and effective policy coordination. The goal of U.S. diplomacy remains denuclearization. This will take time, and our security strategy must deal with the world as it is. The commitment of the administration of President Barack Obama to extended deterrence is critical in supporting both U.S. diplomatic and security strategy and its allies."--Page 1.

While this policy has prevented war on the Korean peninsula, it has not prevented North Korea from developing a nuclear program and proliferating this technology, as well as missile technology, to numerous countries not friendly to the United States. In order to stop North Korea from transferring weapons technology, the United States needs a new strategic concept. This paper will examine four options that may be used to support the element of the U.S. National Security Strategy of preventing the proliferation of nuclear weapons.The United States policy for dealing with a nuclear North Korea has been a combination of containment, deterrence, and limited engagement since the enactment of the 1994 Agreed Framework. While this and earlier policies have prevented war on the Korean peninsula, such approaches have not prevented North Korea from developing a nuclear program and proliferating this technology, as well as missile technology, to numerous countries not friendly to the United States. In order to stop North Korea from transferring weapons technology, the United States needs a new strategic concept. This paper will examine four options that may be used to support the element of the U.S. National Security Strategy of preventing the proliferation of nuclear weapons.The question is if current U.S. policy has prevented North Korea from developing a nuclear program and exporting its technology to other countries. The answer is no. Even though one of North Korea's demands is to be removed from the list of state sponsored of terrorism, the North has not complied by following policies that would lead to that removal. Gregory J. Moore states that "the United States did not prevent North Korea from acquiring and testing nuclear weapons, despite its deterrent strategies, its diplomatic efforts, its ultimatums, and U.S.-sponsored UN Security Council resolutions against it." There are signs that the North should comply with the non-proliferation treaty. Gregory L. Schulte writes that, "Since the first atomic bomb was assembled, 18 countries have chosen to dismantle their nuclear weapons programs. Countries such as Argentina, Libya, South Africa, and Switzerland made this decision for a variety reasons, but foremost among them was the desire to improve their international standing. Another important factor was foreign pressure, especially from the United States." However, since the 1994 Agreed Framework, North Korea has not complied with any agreements they have made. Hence, the six-party talks are an example of failed American diplomacy.

The proliferation of counterspace weapons across the globe often calls into question what can be done to best protect satellites from attack. This analysis from the CSIS Aerospace Security Project addresses different methods and technologies that can be used by the United States government, and others, to deter adversaries from attack. A wide range of active and passive defenses are available to protect space systems and the ground infrastructure they depend upon from different types of threats. The world is in a second nuclear age in which regional powers play an increasingly prominent role. These states have small nuclear arsenals, often face multiple active conflicts, and sometimes have weak institutions. How do these nuclear states—and potential future ones—manage their nuclear forces and influence international conflict? Examining the reasoning and deterrence consequences of regional power nuclear strategies, this book demonstrates that these strategies matter greatly to international stability and it provides new insights into conflict dynamics across important areas of the world such as the Middle East, East Asia, and South Asia. Vipin Narang identifies the diversity of regional power nuclear strategies and describes in detail the posture each regional power has adopted over time. Developing a theory for the sources of regional power nuclear strategies, he offers the first systematic explanation of why states choose the postures they do and under what conditions they might shift strategies. Narang then analyzes the effects of these choices on a state's ability to deter conflict. Using both quantitative and qualitative analysis, he shows that, contrary to a bedrock article of faith in the canon of nuclear deterrence, the acquisition of nuclear weapons does not produce a uniform deterrent effect against opponents. Rather, some postures deter conflict more successfully than others. Nuclear Strategy in the Modern Era considers the range of nuclear choices made by regional powers and the critical challenges they pose to modern international security.
