We are pleased to be here today to provide our observations on the Department of Energy's (DOE's) Implementation Plan for the newly created National Nuclear Security Administration (NNSA). In an act of the same name, the Congress established NNSA as a semi-autonomous agency within DOE with responsibility for the nation's nuclear weapons, nonproliferation, and naval reactors programs. The agency was established to correct long standing management problems at DOE, which were most recently highlighted by major security problems at its national laboratories. The law that established NNSA also required that DOE develop an Implementation Plan to specifically describe how DOE plans to carry out the provisions of the law and achieve its objectives.

The National Nuclear Security Administration (NNSA)leads a nuclear security enterprise that includes three national laboratories, several production facilities, and an experimental test site. NNSA's mission is protect the American people by maintaining a safe, secure, and effective nuclear weapons stockpile; by reducing global nuclear threats; and by providing the U.S. Navy with safe, militarily effective naval nuclear propulsion plants. The FY2016 National Defense Authorization Act called for the National Academies, in partnership with the National Academy of Public Administration, to track and assess progress over 2016-2020 to reform governance and management of the enterprise. Governance and Management of the Nuclear Security Enterprise assesses the effectiveness of reform efforts and makes recommendations for further action.

The Nuclear Security Enterprise consists of the National Nuclear Security Administration (NNSA) plus a large, distributed system of laboratories, production plants, and other sites that are staffed by personnel working under management and operating contracts. In collaboration with the National Academy of Public Administration, Report 4 on Tracking and Assessing Governance and Management Reform in the Nuclear Security Enterprise evaluates the implementation plan developed by the National Nuclear Security Administration and Department of Energy in response to the FY2016 National Defense Authorization Act, and the subsequent implementation of such plan. The recommendations of this report will guide the NNSA as they reform management culture to a culture of performance, accountability, and credibility that is mission-driven.

In the late 1990s, a number of incidents at nuclear weapons facilities highlighted important security weaknesses at the Department of Energy (DOE).1 To address these weaknesses, DOE has developed numerous initiatives to improve nuclear security. The initiatives cover a broad range of security areas physical security, personnel security, information security, cyber security, and counterintelligence. Some of these initiatives require the creation of new offices and new policies, while others require the development of programs and processes meant to address specific weaknesses. In addition, the Congress sought to improve nuclear security by creating the National Nuclear Security Administration (NNSA) on March 1, 2000, as a separately organized agency within DOE. As a result of the September 11, 2001, terrorist attacks, improving security has taken on a higher priority given the sensitivity and hazards of the work that DOE and NNSA perform.
