We investigate the effect of counseling and monitoring on the individual transition rate to employment. We theoretically analyze these policies in a job search model with two search channels and endogenous search effort. In the empirical analysis we use unique administrative and survey data concerning a social experiment with full randomization and compliance. The results do not provide evidence that counseling and monitoring affect the exit rate to work. Monitoring causes a shift from informal to formal job search. We combine our empirical results with the results from our theoretical analysis and the existing empirical literature, to establish a comprehensive analysis of the effectiveness of these policies.

This paper examines the impact of the Counseling and Monitoring program for the unemployed, with particular reference to their job finding rate, application intensity and matching probability. The effectiveness of Counseling and Monitoring is measured by using a job search model in which the job finding rate is equal to the product of the application intensity and the matching probability. Counseling and Monitoring is an intensive job search assistance program designed to help unemployed people receiving unemployment benefits to find a job as quickly as possible. The empirical analysis is based on data from a social experiment. A sample of the inflow into unemployment was randomly assigned to a treatment and a control group. The empirical results, based on formal reduced-form models, show that Counseling and Monitoring does reduce the time taken to find a job because people participating in the program make more applications than those who are not participating, although no differences are found in matching probabilities.

Employing both large-scale surveys and in-depth interviews, the authors document the mental health effects on workers caused by the closure of four General Motor plants. They paint a portrait of how the social context in which these workers lived played a critical role in their experiences of unemployment or of keeping their jobs when others around them lost theirs. More than simply a study of unemployment and mental health, this book is also a story of coping and resilience.
