We are providing this audit report for your information and use. The report resulted from a request by the Army Base Realignment and Closure (BRAC) Office. The Army selected three relocation options for its site selection of the Defense Information Systems Agency Western Hemisphere (DISA-WESTHEM) from Fort Ritchie, Maryland. The three relocation options included the Rock Island Arsenal, Illinois; Fort Monmouth, New Jersey; and the Letterkenny Army Depot, Pennsylvania. The Army BRAC Office requested that we evaluate the cost data used in the site selection of DISA-WESTHEM from Fort Ritchie, Maryland, for the three relocation options.

The Deputy Assistant Secretary of Defense (Installations) requested this audit because of an allegation by the Army. The 1995 Commission on Defense Base Closure and Realignment had criticized the Army for its failure to include, in its data submission supporting the recommendation to close Fort Ritchie, Maryland, a cost to relocate the Defense Information Systems Agency Western Hemisphere from Fort Ritchie to another location. The Army contended in its allegation that it was unaware of any decision by the Office of the Secretary of Defense to proceed with the stationing of additional Defense Information Systems Agency Western Hemisphere personnel at Fort Ritchie. The primary audit objective was to validate support for the expansion of the Defense Information Systems Agency Western Hemisphere at Fort Ritchie. A second objective was to evaluate the adequacy of the management control program as it applied to the primary audit objective.

Perhaps the best single way to summarize it is to view the book as a bureaucratic or organizational history. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

In February 1999, only a few weeks before the U.S. Air Force spearheaded NATO's Allied Force air campaign against Serbia, Col. C.R. As the nation's economic activities, security concerns, and stewardship of natural resources become increasingly complex and globally interrelated, they become ever more sensitive to adverse impacts from weather, climate, and other natural phenomena. For several decades, forecasts with lead times of a few days for weather and other environmental phenomena have yielded valuable information to improve decision-making across all sectors of society. Developing the capability to forecast environmental conditions and disruptive events several weeks and months in advance could dramatically increase the value and benefit of environmental predictions, saving lives, protecting property, increasing economic vitality, protecting the environment, and informing policy choices. Over the past decade, the ability to forecast weather and climate conditions on subseasonal to seasonal (S2S) timescales, i.e., two to fifty-two weeks in advance, has improved substantially. Although significant progress has been made, much work remains to make S2S predictions skillful enough, as well as optimally tailored and communicated, to enable widespread use.
