B ▶ TRANSLATOR’S PREFACE. As will be seen from the author’s preface, the work was originally issued as the first instalment of a complete treatise of political economy. On the other hand, many important matters are treated here more thoroughly than in Capital, especially the part devoted to the discussion of money. Marx’s preface to the present work contains the classic formulation of his historico-philosophic theory known as the Materialistic Interpretation of History. This theory, which until recently was entertained almost exclusively by socialist writers and was hardly heard of outside of socialist circles in English speaking countries, is at last receiving not only due recognition but sympathetic appreciation at the hands of men of science. It is rather a significant coincidence that the work which for the first time clearly formulated the law governing social evolution should have seen the light of day in the same year in which Darwin gave to the world his theory of organic evolution. It was written by Marx in 1857, but for reasons explained by him in the preface was not published and in fact was never finished by him, since according to his changed plans it would have fitted more into the last volume of Capital which was to contain a history of political economy. En Bolivia, el 9 de abril de 1952, despus de tres das de combates los trabajadores derrotaron al ejrcito nacional, arrebataron el poder poltico a la oligarqua e impusieron un gobierno al servicio del pueblo. Naci la Revolucin Nacional, una de las tres ms grandes realizadas en Latinoamrica durante el Siglo XX. El ensayo La Novela Revolucionaria. Contribucin a la Crtica demuestra que novellas publicadas durante el perodo pre revolucionario, provocaron cambios ideolgicos en las conciencias de los lectores populares, y de ese modo contribuyeron a la Revolucin Nacional Boliviana. Ofrece referencias conceptuales formuladas por tericos (Karl Marx, Georg Lukcs, Gerald Genette y Robert Jauss) que privilegian una crtica literaria basada en las interconexiones entre el desarrollo social y la cosmovisin que se expresa en las novellas que refl ejan, de uno u otro modo, dicha realidad. El ensayo precisa que la novella boliviana posee la capacidad de tomar de la vida de los trabajadores sus experiencias ms esenciales, y las expresa artsticamente. Siendo lo ms relevante el propsito de ayudarles a convertirse de una clase en s a una clase para s. El mrito del ensayo del Dr. Guido J. Arze es haber sabido demostrar que las novellas revolucionarias bolivianas ayudaron a promover la lucha armada liberadora, usndolas como vehculos de concientizacin, y con ello consagraron un nuevo subgnero: La novella revolucionaria boliviana. La Nueva Contribución a la Crítica de la Educación, del profesor Villegas, expone lo que llama inhibidores del aprendizaje y propone cómo podría ayudar a superarlos el aprendizaje basado en problemas. Establece con mayor fundamentación los principios de la teoría de la educación interactiva: la inversión copernicana en educación que cambia el sentido unilateral y vertical maestro-alumno del flujo conocimiento, el principio de educar por omisión que libera la mente del alumno de creencias y dogmas y, especialmente, de lo que llama la alienación epistemológica o falta de confianza en la propia capacidad de pensamiento, y el principio de conocer como acción-cognición con el concepto del sujeto de aprendizaje como receptos pero también como productor de conocimiento. El tema principal de la obra es el aprendizaje basado en problemas y el Sistema ABP, pero en el capítulo IV siembra lo que llama el germen de la universidad-proyecto y de la sociedad que se da un modelo educativo conformado por la tríada mente-escuela-sociedad. Fiel a su propio principio de que conocer es crear y que crear es hacer primero, tomados el primero del maestro mexicano Guillermo Héctor Rodríguez, y el segundo de la epistemología japonesa, baja sus teorías del cielo a la tierra e inicia una aventura editorial propia con la preparación y publicación de compendios que contienen lo esencial de cada disciplina, "lo que no puede dejar de saberse", para educación media y primera mitad de superior. Invita además a los maestros, al diseño de contenidos no lineales con los principios de la educación interactiva porque está consciente de que la formación de trabajadores del conocimiento, como se les llama, es una cuestión estratégica de supervivencia para cualquier sociedad y especialmente para las que están en vías de desarrollo y sufren los embates de la globalización financiera sin prevenirse contra ella.

Of Panamanian nationality, Dr. José E. Torres Ábrego, is a master's degree in Economics on Universidad de la Amistad de los Pueblos (Patricio Lumumba) from Moscow, a doctoral candidate for specialty in Theory of Development and History of Economics of University of Paris, and doctor in Political Sciences of Universidad Nacional Autónoma de México (U.N.A.M). In the process of awareness of the objective reality arise certain concepts through which man fixate and express the proprieties, characteristics and links of the objects and phenomena’s of the outside world. The concepts that reflect the most important aspects, links and or characteristics of a field of phenomena’s constitute its categories. Each science possesses its own categories. In the case of the field of Theory of underdevelopment its categories arise during the first postwar period. After the Second World War, in publications of the United Nations began the utilization of the category underdeveloped to designate the specific-historical reality of the peripheral countries linked to the capitalist system. It was expressed, with this category, the set of properties, characteristics, links and relationships, generally-essential and specific, of the new phenomena that reached in the process of its evolution the point of its full maturity. It was the way, to say it in a different manner, that the thought was taking ownership of this new historical reality. To such a point did society become aware of the underdevelopment that innumerable dependencies arose state, international, academically and university wide by those overseeing the phenomenon.

That simple word contains what, in my opinion, is the greatest wealth we can possess. Freedom to move, think and express ourselves, love and choose who we love. Even destroy or destroy us. This book has made me think about the exercise of freedom, about the way in which the world acts and how we act in it, almost without awareness of what we do, about the way in which we are free to associate, relate and therefore, Freedom forces us (paradoxically) to exercise it within the limits of rationality and responsibility with ourselves and with the planet we inhabit. After all, we have nowhere else to go. What need do we have to establish boundaries, to separate ourselves more each day from the other? Have we ever stopped to think about what the world would be like if we were aware that we could be one, although diverse? This book, like almost never before, has brought me to that point. Dreams, the place of freedom par excellence, can come true if we fight for them with determination. World Citizenship is a possible dream. The articles - chapters that make up this book guide us towards the awakening of individual and collective conscience which, ultimately, is what is desirable, so that we can be citizens of the world, a phrase that has been heard or read many times, but not has been sufficiently well presented or considered. This is a happy exception. The social, economic, cultural, ethnic, and political aspects are addressed clearly, with a language and style that makes it easy to be read and understood. This is not intended to be a book of dogma, but rather a proposal to begin the path towards a better future, built by everyone, compiling the contributions of different visions but that focuses on the Human Being, in our home. Planet Earth. Great progress has already been seen in regional and even international, intercultural, political and economic agreements, which are good, but not so good in terms of the production, distribution, sale and purchase of weapons, substances that, in some parts, are members of the cultural acquis and in others they are considered illegal. These phenomena could well be explained from the perspective of Habermas, Bauman, and others, even at the risk of falling into simplism and/or deterministic reductionism. We are all one, respect for otherness is the key for freedom to be established and thus, the “Global Village” can overcome the crises in which it is immersed, many times due to failures in communication and absence of empathy; the pretension of wanting to impose ideas on others, to dominate through force and not with the force of reason. This is the origin of many unnecessary conflicts. This text is not about proposing a unified vision of Orwell and Huxley, but rather about understanding that we can be united in diversity, as the Baha'i principles clearly state, to cite a current of thought. It is in the communication where we have the best tool to forge a global society, where we can agree on the common goals of the survival and preservation of our habitat, with all that this implies. We have used it efficiently and we have succeeded. Or we have almost achieved it. The creation of blocs such as the European Community, Mercosur, the Arab League, and others, has made it possible to bring together communities similar in thought and interests and thus become stronger to negotiate, assert their rights and defend themselves against possible attacks. However, will it be possible that all groupings can ever be governed by a global control body? Any reader who approaches the text will soon find themselves reflecting on themselves and what they can contribute to improve from within and towards the environment, analyzing concepts such as Globalization and Worlding. It is like a ticket to the world of self- and collective consciousness, allowing you to finally answer whether global citizenship is a possible dream and, if you believe so, set yourself the task of making it a reality. This book does not pretend to be the last word on the issues raised, but it does show us a possible roadmap and, as a conscious reader, I feel obliged to reflect on what I have read, what I have learned, what I can put into practice to make the world a better place, if not already for me, for generations to come.
