The ongoing succession conflict in Nanun is a replica of what consistently happens during interregnums since 1964. Sometimes, the contention is resolved amicably; sometimes it is prolonged. The flexibility of the rules of succession makes it possible for individuals and groups such as politicians to manipulate the system. This and other factors, such as generational qualification, economic interest etc, make the situation more complex resulting sometimes in warfare. This book explores these factors and the nature of chieftaincy in Nanun and the rules that regulate succession to high political offices, especially at the paramountcy level. It further suggests ways of dealing with the issue of succession conflict in order to prevent future occurrence. The book concludes with the observation that despite the numerous conflicts that have bedeviled the chieftaincy institution, the institution is still valid and highly respected.

Abstract: Das Häuptlingstum ist eine der existierenden traditionellen afrikanischen Institutionen, die mit modernen Formen der Regierungsführung im post-unabhängigen Afrika koexistieren. Obwohl die Institution weiterhin die Unterstützung der Bevölkerung genießt und als Sammelpunkt auf lokaler und sogar nationaler Ebene dient, hat sie in jüngster Zeit zahlreiche Konflikte in Form von Nachfolgestreitigkeiten hervorgerufen, wie im Fall der Nanumba-Häuptlingsinstitution im Norden Ghanas. Dier hier vorliegende Forschung geht der Frage nach, wie eine Institution, die als förderlich für den sozialen Frieden dargestellt wird, stattdessen eine Quelle für mehrere gewaltsame Konflikte darstellt. Außerdem wird untersucht, inwieweit dokumentierte Gewohnheitsrechte und Häuptlingsnachfolgepläne, die auf den gemeinsamen Überzeugungen des Volkes basieren, als Impuls für das Konfliktmanagement in Nanun und anderen traditionellen Gebieten in Ghana dienen könnten. Darüber hinaus wird analysiert, ob die Formalisierung traditioneller Institutionen zur Konfliktprävention und -bewältigung beiträgt und damit nachhaltigen Frieden in Gebieten mit chieftaincy-motivierten Konflikten im Norden Ghanas herbeiführen könnte. Die Studie zielt darauf ab, einen Beitrag zur intellektuellen Debatte über die Rolle traditioneller Institutionen in der modernen Regierungsführung und Entwicklung im afrikanischen Umfeld zu leisten. In dieser Einzelfallstudie wird die Nanumba-Häuptlingschaft durch die Linse der Institutionalismus-Theorie analysiert, um Lücken in den Normen, Regeln sowie internen institutionellen Mechanismen des Konfliktmanagements und weiteren Faktoren, die für die Eskalation der Gewalt in der Nanumba-Häuptlingspolitik verantwortlich sind, besser zu verstehen und zu identifizieren. Während die drei Ansätze, Rational-Choice-, soziologischer und historischer Institutionalismus, die zur Untersuchung des Institutionalismus dienen, hauptsächlich zur Analyse von Institutionen auf nationaler Ebene verwendet werden, beschäftigt sich die Studie mit den institutionellen Ausgestaltungen innerhalb der Häuptlingschaft auf lokaler Ebene beschäftigen. Die Studie wählt diesen systematischen institutionellen Ansatz, um kritisch zu untersuchen, wie die Schwächen des Häuptlingswesens zu Konflikten beitragen. Für die Studie wurden Primär- und Sekundärdaten verwendet. Die Primärdaten wurden durch Feldbeobachtungen und Interviews gesammelt, die in den Jahren 2019 und 2020 in der Nanumba North Municipality in Nordghana durchgeführt wurden. Die Sekundärdaten umfassen Gerichtsurteile und Archivmaterial, das von dem regionalen und nationalen House of Chiefs abgerufen wurde. Es zeigte sich, dass die Nanumba-Häuptlingsschaft aufgrund schwacher interner Strukturen anfällig für Manipulationen durch Eliten und politische Führer_innen ist, was die Institution dysfunktional macht und zu einer Erosion des Vertrauens führt. Die traditionellen Regelungsmechanismen und Gewohnheitspraktiken sowie Nachfolgenormen werden je nach Kandidaten selektiv angewandt und auf eine oft inkohärente und widersprüchliche Weise unterschiedlich interpretiert. Basierend auf den Erkenntnissen und einem Vergleich mit den positiven Gegenbeispielen der Chiefdoms Gonja und Asante, die Häuptlingsstreitigkeiten effektiver gehandhabt haben, kommt die Studie zu dem Schluss, dass die Nanumba-Gewohnheitsnormen und -traditionen, die das Häuptlingswesen regeln, in einem Dialog mit den Beteiligten überprüft und formalisiert werden sollten, um dauerhafte Lösungen zu schaffen, die von den Akteuren in verschiedenen Machtpositionen und auf verschiedenen Ebenen akzeptiert sowie aufrechterhalten werden

The Politics of Chieftaincy examines debates over authority and property in Accra, Ghana, during the peak decades of British colonial rule. Between 1920 and 1950, imperial policies marginalized educated elites, local authorities, and landowners in favor of Ga chiefs, whom the British authorities viewed as more loyal to the empire. Conflicts erupted throughout the city over chieftaincy, succession, and land, producing new political movements and local institutions. Drawing on a broad range of archival records of chieftaincy and litigation cases from this era, Naaborko Sackeyfio-Lenoch demonstrates how these disputes opened new arenas for Accra's residents to engage in dialogue about the efficacy of chieftaincy and the meaning of political authority and property. Despite the prominence of chieftaincy in the lives of the people of Accra, Sackeyfio-Lenoch shows that they were able to critique their political traditions and adapt their institutions to new local, national, and global pressures. The volume offers then a vital case study of Africans' responses to colonialism, modernity, and globalization, and provides an important lens for understanding urban and political processes in Africa during the first half of the twentieth century. In the West, the primacy of patrilineal succession is deeply entrenched that the thought of supplanting that with matrilineal succession would be unthinkable. But that is exactly situation among the Guan community of Winneba, Ghana called the Effutu. Their ancient patrilineal system of succession is in contention with the matrilineal succession practiced by their populous Akan neighbors. In a large context chieftaincy disputes, or better yet, kingship rivalry is endemic in Ghana, particularly among the Akan. Each year the government commits considerable resources to combat these rivalries that sometimes result in conflicts and inter-ethnic warfare. These conflicts may be caused by rivalry among the members of the same family vying for the kingship. Affluent non-royals or those with remote ties to royalty may buy their way to power. A tributary king, or the descendants of a family that was given a sanctuary by the king whose land their ancestors occupies may then contest the kingship.

Although African ethnicity has become a highly fertile field of enquiry in recent years, most of the research is concentrated on southern and central Africa, and has passed Ghana by. This volume extends many of the distilled insights, but also modifies them in the light of the Ghanaian evidence. The collection is multidisciplinary in scope and spans the pre-colonial, colonial and post-colonial contexts. A central contention of the volume is that, while there were significant regional variations, ethnicity was not purely a colonial `invention'. Conflict in Northern Ghana appears to be increasing in amplitude and frequency and its effects are getting more devastating. Conflicts are multi causal and remain an inevitable part of human existence, and Africa like other parts of the world has had to grapple with the phenomenon.
