This book adopts a linear optimization method and introduces a dynamic optimization simulation model for analyzing synthetic environmental policies as endogenous variables in order to improve the environment and provide more biomass energy. The model considers both the total ecological system and the socio-economic situational changes. The purpose of the research is to establish effective utilization methods for biomass resources as well as to coordinate resource reutilization, environmental conservation and economic development, and ultimately to achieve sustainable development of society. By selecting for examination a typical suburb of a major city in China (Miyun County near Beijing), the book improves the simulation model and focuses on the evaluation of water pollutant minimization based on the ecological value of Miyun Reservoir. In the simulation, the author takes into account the specific and unique characteristics of China’s economy and social state in terms of sustained economic growth rate, financial subordination relations and regional environmental policies, all of which differ from the model for Japan. Beyond these innovations, the book introduces two advanced technologies from Japan and China to the study area through simulation with integrated policies, and presents a regional analysis and allocation strategy for these technologies, which have demonstrated impressive operability in practice, in light of the current conditions and limited funds in China.

This book provides a dynamic simulation model based on input-output table. The model includes an objective function, i.e. maximizing economic and social development and three sub-models, including economic growth model, pollutant emission model and energy balance model. The data of 2012 is selected as the base period data. The haze control policy of Hebei Province is written into the model as an exogenous variable. Reducing the total PM2.5 emissions is an environmental constraint, which is used to eliminate the impact of natural factors on environmental quality. Lingo software is used to simulate this model. By comparing the socio-economic impacts in different scenarios, this book found the most effective policy combination of haze governance. Comprehensive haze governance policy recommendations provide experience for other regions of China and other developing countries. In this book, the dynamic simulation model of haze governance also provides a reference to other environmental policy simulations. This book is divided into five parts. The first part is an introduction. This paper mainly introduces the research background, research status at home and abroad, the purpose and significance of the study, the content and methods of the study, the key scientific problems to be solved and the expected results. In the second part, the current situation and existing problems of economic, social, energy and environment development in the study area are analyzed in detail. In the third part, a comprehensive evaluation model of dynamic optimization of haze control policy is constructed. The fourth part carries on the simulation experiment, and carries on the analysis to the experimental result. The fifth part puts forward the policy suggestions to realize the economic, social, energy and environmental development of Hebei Province. In this book, we have some understandings about haze governance. From the perspective of policy effect, the policy effects of subsidy for soil and water conservation, subsidy for development and utilization of clean energy, subsidy for new energy vehicles, motor vehicle restriction and subsidy for introduction of PM2.5 treatment technology are decreasing. Comprehensive policy can better achieve the goal of sustainable development of economy, energy and environment than single policy, and the effect of "source governance" policy is better than that of "end governance" policy.

Biomass conversion into forms of energy is receiving current attention because of environmental, energy and agricultural concerns. The purpose of this thesis is to analyze the environmental, energy, economic, and technological aspects of using a form of biomass, switchgrass (panicum virgatum), as a partial or complete replacement for coal in power generation and cogeneration systems. To examine the effects of such a substitution, an environmental biocomplexity approach is used, wherein the agricultural, technological, economic, and environmental factors are addressed. In particular, lifecycle analysis (LCA) and a three-dimensional integrated economic, energy and environmental analysis is employed. The effectiveness of alternate technologies for switchgrass preparation, harvest and use in terms of greenhouse gas impact, cost and environmental implications is examined. Also, different scenarios of cofiring and biomass preparation pathways are investigated. Optimization of the total biomass power generation cost with minimum greenhouse gas effect is undertaken using mathematical programming for various alternate competitive biomass processing pathways. As a byproduct of this work a generic tool to optimize the cost and greenhouse gas emissions for allocation of fuel sources to the power generating sinks is developed. Further, this work discusses the sensitivity of the findings to varied cofiring ratios, coal prices, hauling distances, per acre yields, etc. Besides electricity generation in power plants, another viable alternative for reducing greenhouse gases (GHGs) is the utilization of biomass in conjunction with combined heat and power (CHP) in the process industries. This work addresses the utilization of biowaste or biomass source in a processing facility for CHP. A systematic algebraic procedure for targeting cogeneration potential ahead of detailed power generation network design is presented. The approach presented here effectively utilizes the biomass and biowaste sources as external fuel, and matches it with the use and dispatch of fuel sources within the process, heating and non-heating steam demands, and power generation. The concept of extractable energy coupled with flow balance via cascade diagram has been used as a basis to construct this approach. The work also discusses important economic factors and environmental policies required for the cost-effective utilization of biomass for electricity generation and CHP.
