Excerpt from Commerce and the Empire 1914 and After IT may be asked why is this book published in war-time I reply that the question is a very natural one, and that whilst so many of the cream of our young manhood, together with the hopes and dreams and happiness of tens of millions, are being swept down the ghastly stream of a veritable Niagara of blood, and whilst civilization and freedom gasp for breath, questions affecting buying and selling might well have been put aside - as they were-and kept aside - as they have not been. Excerpt from Commerce and Industry: A Historical Review of the Economic Conditions of the British Empire From the Peace of Paris in 1815 to the Declaration of War in 1914, Based on Parliamentary Debates Seven Years' War which ended in 1763. We had largely increased our possessions in America and had established ourselves in India. In Europe all our potential commercial rivals were fully occupied with their internal and external troubles. Thus a golden Opportunity occurred of supplying the markets of the world with our manufactures and the produce of our colonies and dependencies. Notwithstanding the attempt of Buona parte to destroy our commerce during the Napoleonic wars, our maritime supremacy enabled us to maintain our commercial position, and after the battle of Trafalgar in 1805 we had command of every sea and control of the commerce of the world. Excerpt from A History of Commerce The year 1914 marks one of the great turning points in history. I have accordingly revised the part Of this book covering the recent'period to close the narrative at that date, and have added another part, covering the history Of commerce in the war and in the two or three years Of peace immediately following. The commerce Of the great nations of the world has departed since 1914 far from its accustomed paths and forms. In my attempt to make intelligible the commercial changes Of the time I have had to take account Of matters in public finance, currency and foreign exchange which are usually treated apart from the history Of international trade. I have thought it better, by touching on these outside subjects, to show the reasons for the course which commerce has followed, rather than to omit the reasons because they are hard for the student Of the history of commerce to understand. Excerpt from Commerce and the Empire After working many years for Free Trade in Australia I feel emboldened to make an effort in the wider field of the Empire. The time has arrived when, in my judgment, Free Traders in all the self-governing Colonies should make an effort to bring their respective parts of the Empire into line with British fiscal policy. The task is by no means so difficult as some people think; race sympathy is making it easier every year; and the very need of revenue makes the task less instead of more difficult, since it is easier to obtain revenue without than it is with restriction. The necessity of dealing with the preferential phase of the subject has caused me to hurry the publishing, and consequently the book is less complete in many respects than I intended. The controversy with regard to preferential duties will have one good result: it will lead to a better general knowledge of the whole subject, and will, therefore, pave the way for the Self-Governing Colonies, one after another, to raise the Free Trade flag. A British Free Trade Empire is a noble object for which to fight. During a period of about nine months, in 1900-1901, immediately preceding the first Federal Election in the Australian Commonwealth, I published a weekly paper, under the title of Our Country, dealing solely with the fiscal controversy. Excerpt from The Empire Review and Journal of British Trade, Vol. 28: August, 1914 The Servian Government sent their reply without delay. They accepted unreservedly the first eight demands, the ninth they accepted subject to proof, but the tenth was practically rejected, while the eleventh was only accepted subject to certain conditions. To the reply Note was attached a further statement to the effect that if austria-hungary was not satisfied with the answer the Servian Government proposed arbitration or mediation.
