In a changing climate, there has been an increase in the frequency and severity of hazards impacting coastal communities. Traditionally, hard defenses (sea walls) have been constructed to protect these communities, even though they can have negative impacts throughout the nearby coastal environment. There has been increasing consideration of alternative shoreline protection strategies, such as living shorelines, or managed retreat. However, each of these coastal management strategies comes with a series of monetary, environmental, and social tradeoffs making individual preferences dependent on multiple scenario-specific attributes. Ecosystem service valuation is a useful tool for understanding how humans relate to the environment around them. Since human and coastal systems are highly interlinked, it is important that researchers and those involved in coastal management better understand how humans value the environment that they are changing when designing coastal adaptation strategies. As such, this study explores the role of perception when valuing coastal protection alternatives on the Eastern Shore of Virginia, namely, how one perceives climate change, attitude towards the government, and the proximity of one's residence to the coastline. Data from a stated preference survey was used to estimate a two-class latent class model. In general, members of both classes prefer plans that include a living shoreline. While none of the government attitude, proximity, or climate change variables were found to be significant in the latent class model, they did provide insight into the characteristics of respondents who always chose the same stated preference choice question plan.

Coastal communities face increasing threat from climate change as sea level rise increases chronic shoreline erosion and more frequent storms lead to sporadic but huge damages. A natural conflict between eroding beaches and growing coastal development has led to active coastal management policy to stabilize shoreline and protect coastal property and infrastructure, including seawalls, jetties, and beach nourishment. Beach nourishment – the process of periodically rebuilding an eroding section of a beach with sand dredged from offshore sand reserves or inlets, is the dominant climate adaptation policy along the US Atlantic coastline. Whereas existing literature focuses on the valuation of beach amenities, the economic impact of adaptation policies is not well understood. This dissertation focuses on beach nourishment as a climate adaptation tool and examines (1) the impact capitalized in the coastal real estate market, (2) factors that determine the frequency of nourishment and (3) whether there is sorting across housing groups based on the expectation of beach stability. In the second chapter, we use a quasi-experimental approach to examine the capitalized effect of nourishment in northern Outer Banks, North Carolina and attempt to isolate storm protection effects from the amenity value of beach nourishment using the occurrence of Hurricane Sandy as a natural experiment. Results show that the benefits from widened beaches are capitalized by oceanfront and nearshore homes targeted by the nourishment project. We also find positive spillover effects in amenity values but the benefits of storm risk reduction are highly localized. Heterogeneity in the distribution of benefits across different locations motivates the need for spatially targeted polices to sustain shoreline stabilization. In the third chapter, we use a duration model to empirically test the influence of both supply and demand factors on the incidence of beach nourishment using data from coastal towns in North Carolina and New Jersey. We find that close access to sand reserves results in more frequent nourishment. Results also show that towns with high property values, high erosion rates, large shoreline lengths, and low elevation are likely to accelerate beach nourishment. These results complement findings in numerical models linking coastline change with economic decisions of beach nourishment (Smith, et al., 2009). As climate change induces sea-level rise and changing storm patterns, the demand for beach nourishment is increasing while the supply of nourishment quality sand is becoming scarce. Our findings motivate the need for beach towns to coordinate both the dredging of sand sources and where the sand is placed for effective coastal adaptation and efficient allocation of common pool sand resources. In the fourth chapter, we begin to examine sorting behavior across housing groups along the coast using a structural model. Households with different preferences and information (reflecting knowledge of coastal dynamics and expectations of management interventions) likely select distinct locations that offer the best price-quality tradeoff conditional on their information. Location decisions may depend on the expectation of beach stability rather than the current beach quality alone. We use a discrete choice model to examine the willingness to pay for beach nourishment across space using data of three coastal counties in North Carolina.

Sea level rise poses a significant threat to people and property in many U.S. coastal communities. Because sea level rise adaptation depends in part on recognizing this threat, there is a need to communicate sea level rise risk. However, some audiences may not be receptive to information about local sea level rise risk, particularly if they see sea level rise as a distant hazard or hold doubtful or dismissive beliefs about climate change in general. By making visible the impacts of sea level rise on local communities, sea level rise maps may meet these challenges to sea level rise communication. This dissertation explores this potential. Using an interactive map of sea level rise in Sarasota, Florida and an accompanying online survey, it considers how college students from nearby and far away from Sarasota, and with different views about climate change, vary in: 1) their ability to read information about sea level rise flooding from the map; and 2) their risk perceptions for this flooding. Post-map risk perceptions for Sarasota sea level rise are compared with pre-map risk perceptions for: 1) Sarasota sea level rise; and 2) climate change and sea level rise in general. Results indicate that respondents' read flood information from these maps accurately and in a way that is not biased by prior climate change beliefs. Results for risk perceptions show that while most respondents initially view Sarasota sea level rise as less risky than sea level rise in general, exposure to the sea level rise map raises Sarasota risk perceptions to levels equal to or above those for general sea level rise -- particularly for respondents who are doubtful about climate change or are far from Sarasota, but also for many nearby respondents. These results confirm the potential of interactive maps for communicating sea level rise risk.
