Coalitions of consumer groups, NGOs, and trade unions have traditionally been considered politically weak compared to well-organized and resourceful financial sector groups which dominate or "capture" financial regulatory decisions. However, following the 2008 financial crisis, civil society groups have been seen to exert much more influence, with politicians successfully implementing financial reform in spite of industry opposition. Drawing on literature from social movement research and regulatory politics, this book shows how diffuse interests were represented in financial regulatory overhauls in both the United States (US) and the European Union (EU). Four cases of reform in the post-crisis regulatory context are analyzed: the creation of a new Consumer Financial Protection Bureau in the US; the introduction of new consumer protection regulations through EU directives; the failure of attempts to introduce a financial transaction tax in the US; and the agreement of 11 EU member states to introduce such a tax. It shows how building coalitions with important elite allies outside and inside government helped traditionally weak interest groups transcend a lack of material resources to influence and shape regulatory policy. By engaging with a less well-known side of the debate, it explains how business power was curbed and diverse interests translated into financial regulatory policy.

Efforts to resolve the recent financial crisis have obscured a more deeply rooted financialization crisis that impacts not only the market economy but also the vital civic and moral traditions that support it. This book reveals the cultural influence of finance in reshaping the foundations of American civil society and proposes a return to certain "first principles" of the Republic to restore the nation’s economic vision. This book demonstrates how funding concerns and financial incentives "revalue" faith traditions, educational institutions, non-profit organizations, and even the nation’s healthcare system in ways that are eroding the diversity of American culture. These changes also undermine the ethical framework of both democratic government and the free-market system. While financial influence has diminished the value of civil society, this book proposes that revitalized intermediary institutions still offer the best path forward in restoring the financial sector and, more broadly, enriching the American competitive ethic toward development of a more virtuous economy. The book is written for an academic and professional audience, offering a blueprint for the involvement of civil society with government in providing more communally integrated oversight that could contribute to a genuine democratization of finance.

Download The Role of Civil Society in EU Financial Regulation Book in PDF, Epub and Kindle
A crucial and outstanding issue for the European economy and democracy. In March 2009, the European Commission recognized the need to put "the interests of European investors, consumers and SMEs at the centre of the financial markets reform”. The Commission therefore announced it will "ensure that the voice of European investors is much more strongly heard on all financial issues." However, three years later, the European Economic and Social Committee still reports that:"One of the reasons for the financial crisis was inadequate and ineffective regulation and supervision of the financial markets. One of the difficulties in financial regulation is how to ensure that differing and contradictory positions are given a balanced hearing. There is no effective counterweight to the legitimate representation of the financial sector's interests. Political debate primarily plays out between the legislator on one side and the financial sector concerned on the other."Despite the creation and the development of EuroFinuse since 2009 and of Finance Watch since 2011 (part 1), and despite the build-up of independent competence (part 2), the organized civil society still faces two major hurdles to become an "effective counterweight" to the financial sector in the European political debate: - resources (part 3),- and equal access (part 4) to the Public Authorities.

Download Citizens vs. Markets Book in PDF, Epub and Kindle
After an apparent temporary relief, the financial crisis is back full steam. Thedouble dip has turned into a full-blown meltdown of financial markets, public budgets and, by and large, democratic accountability. This global crisis is a fundamental wake-up call: a signal that our conventional political economy and, perhaps, the very foundations of our societies need a serious rethink. Currently, the spotlight is on the role of political elites and economic agents (especially the investors included in the vague notion ofmarkets ) and their strategies to stabilize or destabilize countries, from North America to the Eurozone. Regrettably, the actual and potential role of civil society is hardly mentioned in public debate. Yet, it is exactly within civil society that important responses to the crisis may emerge. It is within civil society that an alternative paradigm and a fundamental rethinking of conventional wisdom may be fostered. Citizens vs. Markets is the first book to unpack the transformative role of civil society in a sector in which it has traditionally been less proactive, in order to reflect on possible forms of social transformation that are not merely remedial but also constructive in nature. This is the most important struggle of our times. This book was published as a special issue of the Journal of Civil Society.

Download After the Financial Crisis Book in PDF, Epub and Kindle
This international collection studies how the financial crisis of 2007 and the ensuing economic and political crises in Europe and North America have triggered a process of change in the field of economics, law and politics. Contributors to this book argue that both elites and citizens have had to rethink the nature of the market, the role of the state as a market regulator and as a provider of welfare, the role of political parties in representing society’s main political and social cleavages, the role of civil society in voicing the concerns of citizens, and the role of the citizen as the ultimate source of power in a democracy but also as a fundamentally powerless subject in a global economy. The book studies the actors, the areas and the processes that have carried forward the change and proposes the notion of ‘incomplete paradigm shift’ to analyse this change. Its authors explore the multiple dimensions of paradigm shifts and their differentiated evolution, arguing that today we witness an incomplete paradigm shift of financial regulations, economic models and welfare systems, but a stillbirth of a new political and economic paradigm.

Download Civil Society and Corruption Book in PDF, Epub and Kindle
Strong civil societies play a major role in controlling corruption in many societies, and reformers agree that citizens, both individual and organized, should be involved in reform. But accomplishing that goal has proven difficult. Some civil societies are weak, divided, and impoverished. In others, undemocratic regimes dominate through intimidation. And in still others, development difficulties, international debt, and misguided aid efforts stop reform before it can begin. Too often, anti-corruption campaigns do not engage social values or attack corruption as people experience it every day. This volume, based on a yearlong series of events sponsored by Colgate University's Center for Ethics and World Societies, analyzes civil society and corruption from several perspectives and in several parts of the world. One section considers corruption as a fact of everyday life, a second analyzes techniques and incentives involved in mobilizing civil society, and a third provides a unique guide to information resources on corruption and reform.
