Excerpt: ...action which I do not fear to solicit in the name of my country, believing it, moreover, to be in conformity alike with the interests the expressions in the note of M. Jules Favre, referring to the feeling of disappointment in France at the non-intervention of England during the war. The English Minister observed that the Government had decided on neutrality as the line they felt bound to adopt in a struggle which they had vainly attempted to prevent; but that they had been actuated by the most friendly feeling compatible with the impartial duties of a neutral. The Duke replied tliat France felt our conduct to be cold; that there had been a disappointment as to our non-recognition of the Republic, and at our indifference whilst France was suffering so much; but that all questions of that nature were now resolved, and that he wished to talk only of the present and the future. The Duke, in short, perceived that the policy of England, whether right or wrong, had been directed by a deeply-felt national sentiment, with which it was vain to argue. The complaint as to our non-recognition of the Republic in its provisional stage was very natural under the circumstances; but it had no basis in reason. The Republic had not the slightest claim on other Powers until it had been shown that the French themselves recognised it. As soon as that had been sufficiently proved for the purposes of diplomacy, the European Governments made due recognition of its title, according to the custom now universally followed; and one of the earliest to perform this act was the Government of England.
