Excerpt from Canadian Railway and Marine World, Vol. 25: From January to December, 1922 The station staffs attend to the load ing and unloading of the trailers, which handle 40 to 50 loads daily. The two tractors are continually in motion, haul ing these six trailers (one at a time) from one station to another and travel ling from 90 to 100 miles each daily. The whole system is operated on a regular schedule, which is as strictly adhered to as a train schedule. By this system the movement of transfer has been expedited, stations have been kept clear of trans fer matter and economies effected over the relatively slower movement and smaller capacity of wagon transfer. Excerpt from The Canadian Railway Problem Do not infer from the historical portions of The Canadian Railway Problem that the owners of the private railways of this country are worse than other men. Give the ordinary individual the control of a function of the state for his private gain, and, he will exercise all the authority committed to him and take all the gain allowed. The wrong is in the system, which permits a sovereign right to become the subject of usury. It will be proved in these pages that railway rates are public taxes, the service of the railway being the prerogative of the state, and that therefore the revindication of this prerogative, long surrendered into private hands in Canada, is not merely a matter of expediency - it is a duty. That the administration of railways by the state may prove more efficient or less does not absolve the people from this duty in the least. Yet on the points of efficiency, economy, and integrity of administration the reader will here have the records of both systems. Let him judge between them. In its essence the railway problem is one of self-government, and that being the case, its settlement is not one for railway experts, but for statesmen. Excerpt from The Canadian Pacific Railway and Its Capitalization (a Sequel to "the Burden of Railway Rates"): Compiled From a Series of Articles Published in the Free Press, Winnipeg, September-October, 1912 With reference to this clause it might be eaid that it in almost identical with the clause inaerted in the Act which validated the contract with the Can adian Pacific Railway Cc. Of 1872. That clause, specified that the said railway befits in fact a public work constructed mainly at the expense of the Dominion tor the benefit of all the Provinces thereof. Here is a frank admiealon that the enterprise wee a public one and carried out at the ex pense ot the country at large. The Canadian Pacific owes its existence to the fact of its being. As this partien lar clauee eaya, a public work. There is between public work and private enterprise a very great diaerence. The one, admittedly, is concerned with private profit and the other with pub lic advantage. Thin exemption from taxation was intended for the public good, not only during the years of construction, but durln thone years when the road had attafiied to a state of development. Excerpt from The Story of the Canadian Pacific Railway Rom a deep canyon in the heart of a range F Of Canadian mountains there emerged on a September day a group of unkempt and weather-scarred men. They continued their stumbling march over a ground covered by masses of rock, fallen trees, long rank ferns, and poisonous devil's club. At mid-day they halted, wearied and hungry, and each man ate his perilously meagre rations. Then one Of the party, a tall, bearded man with a commanding presence and distinguished appearance, despite the raggedness Of his attire, turned to a younger man beside him and gave him a few words Of instructions. The younger man fired two rifle shots in rapid succession. All the men then listened intently. The report of a gun shot was heard in reply. The rifle emitted another three shots, and again a gun Shot was heard - once - twice - three times. Thank God! We have established our con nections! The tall, bearded man, evidently the leader, exclaimed. The longed-for supplies were there as arranged. All anxiety for the future was over. The party hurried forward, eagerly and excitedly overcoming the Obstacles underfoot. After a little time they halted to rest, and the young man again pilled the trigger Of his loaded rifle. Two shots, more distinct from their closer proximity, were heard. The men again advanced, elation marked on every countenance. Going straight in the direction of the sound, they strove to follow it. Soon they were out of the green woods and before them lay the waters of the Columbia. On the opposite shore, about a mile distant, they Observed the smoke of a camp. A series of hurrahs broke from the men - their friends from Kamloops were there at the appointed meeting-place. Excerpt from The Dominion of Canada and the Canadian Pacific Railway Now assuming, and I think that the assumption is a fair one, that the longevity and fecundity of the people of Canada are not less than of the people of England, the ratio of increase in Canada should be equal to that of England, and taking into account the fact that between 1860 and 1870 there was a large emigration from England and a large immigration into Canada, it is evident that the ratio of increase in Canada ought in that period to have been greater than in England - as we have seen the Dominion census shows it to have been less.
