Excerpt from The Canadian Magazine of Politics, Science, Art and Literature, Vol. 53: May, 1919 to October, 1919, Inclusive The essence of democracy, as of Christianity, is brotherhood. The es sence of autocracy is privilege, and privilege is greed rampant. But a democracy of millionaires and paupers is a contradiction in terms. As well speak of a democracy of autocrats (or aristocrats) and slaves. The figures for Canada are not available, but from the Report of the Commissioner of Internal Revenue of the United States published in 1917, it appears that at the end of 1916 there were millionaires in that country. In that year 396 persons in the United States paid taxes on in comes of or more, as against 120 in 1915, 60 in 1914 and 44 in 1913, an increase of eight-fold in three war years!
