Excerpt from The Department of State Bulletin, Vol. 26: April 7, 1952 The original members of the Council of Europe were France, the United Kingdom, Belgium, the Netherlands, Luxembourg, Denmark, Norway, Sweden, Italy, and Ireland. Greece and Turkey were invited to become members during the first session in 1949, and they joined immediately. Ice land, which had been invited at the same time, became a member in March 1950. A few months later, in 1950, the German Federal Republic and the Saar were given associate memberships, which entitled them to representation in the Consulta tive Assembly but not in the Committee of Minis ters.
