The world of trade is changing rapidly, from the 'rise of the South' to the growth of unconventional projects like fair trade and carbon trading. Beyond Free Trade advances alternative ways for understanding these new dynamics, based on historical, political, or sociological methods that go beyond the limitations of conventional trade economics.

The Politics of Fair Trade argues that fair trade is more than just labels on specialty coffee products. Nor is fair trade just protectionism in disguise. Rather, fair trade is opposition to unrestricted trade based on sincere concerns about environmental and labor conditions abroad. Fair traders are not trying to protect jobs or the economy at home, but do not want to see workers exploited and the environment degraded in their trading partners. Academics and policymakers are ill equipped to deal with fair trade concerns because they wrongly assume trade preferences run along a single dimension from free trade to protection. This book introduces a multidimensional theory of trade policy preferences, arguing that people can oppose trade for different and unrelated reasons. The book then demonstrates, using public opinion data in the U.S. and EU and Congressional voting data in the U.S., that fair traders are sincere and not simply protectionists. The book demonstrates why fair trade poses a threat to free trade and argues that free traders should include stronger and enforceable labor and environmental standards in trade agreements in order to win the support of fair traders. Doing so will enable free trade to continue while also helping to improve conditions in developing countries, satisfying the concerns of both free traders and fair traders.

s countries around the globe were rediscovering political freedom, speakers at the Federal Reserve Bank of Dallas' fourth annual South A west Conference called for greater economic freedom-free trade in markets free of artificial barriers and misguided regulations, free trade through out a continent (perhaps a hemisphere) that has discarded unnecessary restraints and is poised to emerge as a preeminent competitive force in the 21st century. The Dallas Fed conference, titled "Beyond the Border: Expanding Trade for Prosperity" and held October 24-25, 1992, brought together several hundred participants interested in the possibility of free trade throughout North America and beyond. "How far south can we go?" conference speaker Javier Murcio asked. His answer: "As far as economic reform takes hold. " Around the globe, countries were becoming engulfed in what Henry an "absolute prairie fIre of democracy. " And one of the fIrst Cisneros called places many nations were attempting to exercise this new-found political freedom was in the marketplace. As Richard Fisher put it: " . . . market capitalism is a universally accepted dogma. " "This world . . . is becoming one interdependent marketplace. State and national boundaries have become meaningless. No longer are there such things as domestic or foreign fIrms. Decisionmakers can be anywhere they wish to be because computerization and telecommunications allow people to be every where at once," Fisher said.

This book explores the causes and consequences of market failure in bridging societal differences to create a shared economy. It questions the current world order and evaluates socio-economic gains in reference to the social origins of the economic agents. With a need to counterbalance economic growth with social equality and environmental sustainability, the book proposes innovative approaches to address key questions on the contemporary global economy such as, "Is the Global socio-economic order supportive of the pursuit of rational and enlightened self -interest?", "Is it a unipolar power centre and neoliberal economic policy regime?", "Can the system reinvent itself?", etc. One approach encourages going back to the golden past and making things "great again", insisting that history has ended and the failures of old global institutions be blamed on the "Clash of Civilizations". Another approach advocates giving up the intellectual comfort zone of elegant but irrelevant neo-liberal explanations of global challenges and asking new questions that take academic debate to the public square. The book examines the internal challenges and contradictions that cause disintegration and proposes alternative ideas and practices in moving the global community beyond the free market regime. The book will appeal to students and academics of development studies, political economy, political science, sociology, as well as policymakers and public opinion makers interested in creating a new egalitarian global society.

The 112th Congress begins its term amid renewed optimism about prospects for U.S. trade liberalization. Big labor's stranglehold over the congressional trade agenda was broken with the election in November. The U.S. government finally appears willing to end its disgraceful ban on Mexican trucks. And in his State of the Union address, President Obama implored Congress to pass the trade agreement with South Korea as soon as possible, and articulated his commitment to bringing the other two pending bilateral agreements, as well as the Transpacific Partnership negotiations and the Doha Round, to successful conclusions. After four years of stasis on the trade front, the new environment is a welcome change. Removing barriers to trade -- in both directions -- is essential to sustained economic recovery and long-term growth. But how long will this window of opportunity remain ajar? Despite trade's benefits, American sentiment toward it is lukewarm in the best of times, and always vulnerable to manipulation by politicians and media charlatans looking to blame foreigners for domestic shortcomings. Before the end of this year, the 2012 presidential election campaigns will be in high gear -- and trade has been a particularly dirty word in stump speeches and political debates in the past. Indeed, one of the reasons for the energetic trade policy push in 2011 is that the political environment next year is expected to be less hospitable to trade initiatives. The fact that public opinion about trade is so malleable and arguments for restricting it so resonant at times speaks to a failure of free trade's proponents to make their compelling message stick. It is sad but true that so many Americans need to be reminded of the benefits of being free to choose how and with whom to conduct commerce. But in an atmosphere where demagogues peddle myths to mislead the public into believing that it is preferable for government to limit their choices and direct their resources to chosen ends, it is crucial that the case for free trade be made more clearly, comprehensively, and consistently than it has been in the past. Thus, in addition to securing the immediate goal of concluding and passing trade liberalizing agreements in 2011, advocates of trade in Congress, the administration, the business community, think tanks, academia, and among the general public should update their arguments and invest in the process of winning the trade debate once and for all. Some of the most compelling arguments for free trade have been only modestly summoned or absent from the discussion for too long.
