This Base Realignment and Closure (BRAC) Cleanup Plan (BCP) describes the status, management and response strategy, and action items related to Cameron Station's ongoing environmental restoration and associated compliance programs. These programs support full - restoration of the installation property, which is necessary to meet the requirements for property disposal and reuse activities associated with the closure of the installation. The scope of the BCP considers the following regulatory mechanisms: the BRAC Act; National Environmental Policy Act (NEPA); Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Community Environmental Response Facilitation Act (CERFA); Resource Conservation and Recovery Act (RCRA); and other applicable laws. The Cameron Station BCP is a dynamic planning document which was developed by a BRAC Cleanup Team (BCT) consisting of U.S. Army, U.S. Environmental Protection Agency Region III (USEPA), and State of Virginia Department 9f Environmental Quality (VDEQ) representatives. It was necessary to make certain assumptions and interpretations to develop the schedule and cost estimates provided in this plan. The BCP will be updated regularly to reflect the current status and strategies of remedial actions, compliance programs and disposal and reuse planning. This document is the second in a series of updates/modifications and represents conditions and strategies as of January 1995.

This Base Realignment and Closure (BRAC) Cleanup Plan (BCP), Version II, summarizes the current status of the Fort Holabird DIS environmental restoration and associated environmental compliance programs, and presents a comprehensive strategy for implementing response actions necessary to protect human health and the environment. Fort Holabird DIS was situated on 7.92 acres within the corporate limits of Baltimore City and performed clearances for the Department of Defense and other federal government agencies. Fort Holabird DIS was approved for closure under the Base Closure and Realignment Act of 1995. The official closure date was October 1, 1998. Fort Holabird DIS relocated all operations to a new site in Linthicum, MD in July 1996. In addition to laying out the response action approach at the installation in support of base closure, this BCP defines the status of efforts to resolve technical issues so that continued progress and implementation of scheduled activities can occur. This BCP, originally prepared as Version 1, Draft Document, in September 1996, has been updated regularly to incorporate newly obtained information. This Version II BCP was prepared with information available as of December 10, 1998.

The Commission on Base Closures recommended UMDA for realignment. The realignment will be chemical demilitarization (Chem Demil) of chemical agents stored at UMDA. The ongoing Chem Demil prevented closure of UMDA because the U.S. Army cannot begin on-site destruction of the chemical agents until approximately 1996, which falls outside the Commission's allowed timeframe for completing closures. The depot will be realigned to the maximum extent possible in order to facilitate closure as soon as the Chem Demil mission is complete. The scope of the BCP considers the following regulatory mechanisms: the BRAC Act; National Environmental Policy Act (NEPA); Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Community Environmental Response Facilitation Act; Resource Conservation and Recovery Act (RCRA); and other applicable laws.
