This book offers a general introduction to and analysis of the history, theory and public policy of Australian local government systems. Conceived in an international comparative context and primarily from within the discipline of political studies, it also incorporates elements of economics and public administration. Existing research tends to conceptualise Australian local government as an element of public policy grounded in an 'administrative science' approach. A common argument advanced by proponents of Australian local council amalgamation proposals is that 'bigger is cheaper' due inter alia to the existence of substantial economies of scale in local council service provision. This argument typically asserts that local councils with larger populations can provide municipal services at lower costs per unit of output than local authorities with smaller population bases, thereby conflating population size with the theoretically distinct concept of scale economies. This short note examines this argument in the light of standard economic theory. We conclude that it is fallacious to use population size as a proxy for scale economies in Australian local government.

The public release of this paper is a concluding stage of the extended research, investigation and consultation process known as the Western Australia Study Group for Local Government in Western Australia. The 2005 WALGA AGM passed a resolution for WALGA to lead the development of a framework that would assist individual councils to review, debate, and consider the future sustainability of local government and to ensure the framework encompassed the assessment of economic, social capabilities and capacities of individual communities and regions. In late 2005 WALGA appointed a three member panel panel chaired by Professor Greg Craven to research and investigate the sustainability of local government in Western Australia. This Systemic Sustainability Study Panel (SSS Panel) was supported by the commissioning of a report by Access Economics called: Local Government finances in Western Australia. The SSS Panel report (called: In your hands) was released in December 2006. Then WALGA convened 5 Working Parties made up of councillors and senior local government managers from across the state which addressed themes from the SSS Panel report. This paper is constructed from around the outputs of these working parties.

Widespread enthusiasm amongst Australian policy elites for structural reform in local government has evaporated as disappointing outcomes of council amalgamation programs became evident. As a consequence, emphasis has now shifted towards shared serviced models as a means of enhancing service provision and reducing costs. However, a disturbing feature of the current debate on shared services has been the absence of a well-articulated economic and political rationale for this form of service delivery, a lack of analysis of alternative models of shared service provision and a neglect of available empirical evidence. This paper seeks to remedy these deficiencies by considering the analytical foundations of shared local services, conducting a review of alternative models as vehicles for shared services and evaluating available empirical evidence.
