Excerpt from 81st Annual Report of the Interstate Commerce Commission: Fiscal Year Ended June 30, 1967 As an important part of its activities, the Commission actively promoted several amendments to the Interstate Commerce Act which would enhance its ability to discharge its statutory responsibilities. The first of two key amendments would give the Commission authority to prescribe through routes and joint rates among motor carriers and between motor carriers and other modes, in appropriate circum stances, thereby sharpening the regulatory tools available for coping with the se-called small shipment dilemma; the second would allow the Commission additional time and flexibility in determining rail passen ger train discontinuance proposals. Major developments in the complex railroad consolidation move ment absorbed a great deal of the attention of the Commission throughout the year. The Commission has undertaken a consolidation of the four parts of the Interstate Commerce Act into a single comprehensive enact ment, a task of considerable merit and magnitude. We expect to be able to submit a draft revision to Congress in 1968. Fiscal 1967 also marked the beginning of an era of improved federal-state Oooperation. Thirty-mne States have now entered into highway economic enforce ment agreements with the Commission as authorized by Public Law 89 - 170. The cooperative federal-state effort made possible by these agreements is expected to provide for more effective enforcement of the Commission's economic regulations.
