Excerpt from Annual Report of the Quartermaster General of the State of New Jersey, for the Year 1862 An accurate account of the entire expenditure has been kept by the assistants in this office, and also a credit and debit account with the United States Government, for all bills presented and paid. The supplies for these regiments have been drawn principally from the United States officers of the Quarter Master, Medical and Ord nance Departments, upon requisitions, to as great an extent as it was possible to obtain them under the circumstances. The sudden and un expected call of the President for six hundred thousand men, in the months of July and August last, found the different bureaus of the Fed eral Government unprepared to supply the articles required, without considerably delay, for so great a number of troops. To avoid this delay and hasten the equipment of the troops, we were obliged to pro vide, at the expense of this State, such articles as were most required for immediate use. A detailed statement of the articles obtained by contract and purchase, and the number of each, together with the name of the contractor furnishing the same, will be found under the head of statement I. It has been found from experience that it is highly important to clothe recruits as fast as they are reported to camps.
