At a meeting of the Commissioners held on August 8, 1912, a resolution was passed giving President Dow authority to secure the services of George E. Kessler, landscape architect, to carry on these improvements. Commissioner Cary was later appointed to act with Mr. Dow as a committee in Charge of the work.
