Excerpt from An Essay on the Episcopate of the Protestant Episcopal Church in the United States of America In this state of things, the government of the Church in Jerusalem seems to have been exercised by those of the Apostles who might be present in Jerusalem, in conjunction with St. James; in whom it was entirely vested when no Apostle, or no other Apostle, was pre sent. But all the Apostles retained a share of power which they could exercise whenever they were at J eru salem. The Church at Jerusalem enjoyed the presence of the Apostles more frequently than any other Church, and thus acquired a sort of pre-eminence. When an Apostle was present with any Church, he was, for the time, its government. Moreover, on some occasions, the Church at Jerusalem sent forth delegates to take charge of Churches with which there happened to be no Apostle present. Sometimes one or more of the Apostles, themselves, went on such errands, as Peter and John went to Samaria to confirm the converts of the evangelist Philip. At other times, some person was selected who was not one of the twelve; thus, the Church which was at Jerusalem sent forth Barna bas, that he might go as far as Antioch.
