The western Canadian provincial governments, the federal government, and the territorial governments have all commissioned or undertaken reports recommending fundamental changes to Canada's Constitution. This paper provides western and northern Canadians with a thematically organized summary of the contents of these reports and recommendations, facilitating comparisons among the eight most recent proposals and graphically highlighting both trends and divergences. Issues considered are: Quebec as a distinct society; Aboriginal self-government; Senate reform; division of powers between federal and provincial governments; the constitutional amending formula; economic union; a social charter; and the constitutional process.
