Excerpt from American Planning and Civic Annual The next day, at a luncheon in this room, I heard an American Editor who had flown from Europe to deliver his message, tell the same audience that in the event of war we could not be confident of winning. I construed the editor as meaning that another world war might be long and that our resources might be overtaxed. Be that as it may be, all conservationists are fully alive to the bear ing of natural resources upon military capacity. None of them would wish anything done, which would endanger our economic strength, therefore our military strength, but nobody believes it necessary in the interest of national welfare or national safety to permit power makers to invade the Federal reserves. There is now in sight enough coal to serve all of our needs for years. If we have luck we may find we have more coal. But, granting for the sake of argument that we should supplement coal wherever that is practical with water power we don't have to do so complete a job of high-damming that we must invade the national parks, the national monuments and other reserves. They learn that comprehensive and local planning are not two separate operations, but that they are inter related, and that plans at each level of government must be reconciled with each other and fitted into overall plans, if the best results are to be obtained. Each annual contains much factual information not easily ac cessible elsewhere; but attention is called to the reorganization of the Federal Executive Agencies which is being put into effect as a result of the task force studies under the Hoover Commission. A number of agencies described in this annual have been changed in name or moved into other departments. No attempt has been made to record the status as we go to press. By next year more changes will be recorded and they will be on a comprehensive scale. The American Planning and Civic Association and the National Conference on State Parks include many public officials in their memberships but they both place emphasis on citizen interest and invite all public-spirited citizens interested in sound land and resource uses to become members, receive the publications and thus be prepared to play an active and intelligent part in the judging of local, regional, state and national policies proposed for the solution of pending issues. Certainly ood control would point to maintaining space in reservoirs in which to catch the ood waters. But power and reclamation needs would require fairly full reservoirs to provide water for irrigation and power. The most serious con ict, however, comes when power, reclamation and ood-control projects are proposed to be located in national parks, monuments, wilderness and wildlife areas, for these areas have been set aside by Congress and Executive Order to exclude these very uses. In proportion to the total area of the United States, these reservations constitute a fraction of the whole, so that there is ample opportunity for development of water supplies, power, reclamation and ood con trol, outside Of the areas which are being protected from such uses.
