Following the crash of an EA-6B aircraft on the flight deck of the USS NIMITZ on May 26, 1981, an extensive research program was undertaken to address possible deficiencies in shipboard fire fighting procedures and systems and to identify potential areas for improvement. The test program included evaluation of existing shipboard equipment such as handlines, the flight deck washdown system and the P-16 fire-fighting vehicle, as well as proposed improvements such as high flow rate monitors (up to 12,000 gpm), hose tie down devices and robots. The effectiveness of both water and Aqueous Film Forming Foam in cooling ordnance exposed to a hydrocarbon pool fire was also investigated. The systems were evaluated in simulated aircraft carrier flight deck fires using a specially-designed debris pile fire as a standard or reference fire and under wind conditions of 0-03 knots. A total of 216 fire tests and 56 non-fire tests were conducted. As a result of this program, a number of actions have been taken including changes in firefighting doctrine that have already been implemented into the Fleet. The effectiveness of existing shipboard firefighting systems, when installed and used properly, was also confirmed. Keywords: Electronic Aircraft.

A series of tests were conducted at sea for the purpose of evaluating the application of the twinned agents, 'Light Water' - Purple-K-Powder, from the Twin Ball Fire Fighting Unit, application of 'Light Water' from a helicopter, and P-K-P from portable extinguishers. Also studied were the characteristics of the NBC 'washdown' nozzles as possible basis for the introduction of a 'Light Water' based installed fire protection system for the flight deck. Wind speeds and patterns were measured at various heights above the deck to establish their role in fire fighting operations. The major portion of the work was done under 30 knot winds characteristic of the wind speed during aircraft launch and recovery and representing the most severe conditions for extinguishing fires. The air flow over the deck below the 6 ft level was found to be laminar in character with marked diminishment in speed at levels near the deck. Thus, the detrimental effects of wind on the discharge patterns of fire extinguishing agents was not serious in the down-wind direction but did severely limit the cross-wind agent reach. The water distribution pattern from the 'washdown' nozzles offers good potential as a base for a fire fighting system which with 'Light Water' will offer both fire extinguishing and ordnance cooling capabilities.

This report covers the history and current status of fire protection on aircraft carrier flight decks and hangar decks. Fire protection on aircraft carriers is a joint responsibility of the Naval Sea Systems Command and the Naval Air Systems Command. The report begins with a quick orientation covering some of the significant physical characteristics of aircraft carriers that are relevant to fire protection. The fire hazardous nature of carrier operations is discussed specifically, with focus on some of the concerns relative to air launched ordnance. Next, a review of firefighting systems, including the firefighting agents currently in use, as well as the current tactics for fighting fires on the flight deck and the hangar deck, is provided. We review the history of carrier fires and emphasize some of the lessons learned, including the research and development programs that resulted from those fires. Some recent program initiatives under NAVAIR project W1819 are covered. Finally, the report covers a list of some current shortcomings and future concerns.
