This is a report of an occupational survey of the Logistics Plans career ladder, conducted by the Occupational Analysis Flight, Air Force Occupational Measurement Squadron (AFOMS). This survey data will ensure current data for use in evaluating the effectiveness of training and to verify changes within the career ladder and technical training materials. AFSC 2G0X1 personnel were last surveyed in August 1993. According to the specialty descriptions in the AFSC 2G0X1 Career Field Education & Training Plan, Logistics Plans superintendents manage the development, evaluation, planning, and documentation of all logistics plans functions and activities. Logistics Plans Craftsmen manage the development of evaluation procedures for office tasks that include, but are not limited to, the deliberate planning process, support agreements, base support planning, the War Reserve Materiel (WRM) program, deployment management program, and other functional responsibilities. Journeymen perform, evaluate, monitor, and inspect logistics plans and programs activities. As this is a Lateral AFSC, initial 3-skill level training for AFSC 2G0X1 personnel is currently provided through course L3ALR2G031-005, Logistics Plans Apprentice, and is taught at Lackland AFB TX. This course is 31 days in length and includes instruction on introduction to logistics plans, Security/Operations Security, aerospace doctrine, Air Force Occupational Safety and Health, joint planning, USAF planning process, Manpower and Equipment Force Packaging - System, Time Phased Force and Deployment Data/Lists (TPFDD/TPFDL) development process, site surveys, base support planning, Contingency Operation/Mobility Planning and Execution System (COMPES), and contingency/deployment planning. Upon completion of this course, personnel are awarded the 3-skill level.

Survey Coverage: Logistics Plans and Programs (AFSC 66XX) utilization field and Logistics Plans (AFSC 661x0) career ladder personnel were survey to obtain current data on increased automation responsibilities, mainly in Contingency Operations/Mobility Planning and Execution System (COMPES) functions. These personnel were also surveyed to help assess the impact of the deletion of manpower, facilities, and budget duties from AFR 39-1 and the development of Air Force Manpower Standards for logistics plans and programs work centers. A single job inventory was administered to all active duty personnel during Many through October 1992. The total sample population consists of 1,013 Air Force members; this represents 60 percent of the total eligible population. There are 16 logistics plans and programs jobs that were identified. Three of the jobs grouped together to form the Logistics Staff Personnel cluster, and three other jobs grouped together to form the Wholesale Logistics Personnel cluster.

This is an occupational survey report of the Logistics Plans specialty (AFSC 661XO) completed by the Occupational Analysis Division, USAF Occupational Measurement Center, in November 1986. The survey was conducted in response to a request from the Air Force functional manager for the Logistics Plans career ladder, to assess current training and examine the impact of the Contingency Operations Mobility Planning/Execution System (COMPES). The last survey of the AFSC 661X0 career ladder was published in December 1979. The Logistics Plans specialty was created in April 1976 to draw together the logistics planning functions of the supply, transportation, and maintenance career fields and thus, improve overall efficiency of operations planning.

The Logistics career ladder was created in March of 1970. Except for a very minor change which added the term 'plans' to the career ladder title, there have been no significant changes other than the creation of the Chief ENLISTED Manager (CEM Code 66100) in October 1978. This survey was initiated in response to a request from the Air Force Manpower and Personnel Center (AFMPC). Classification officials were interested in career ladder structure, job satisfaction, and other information pertinent to the management of the career ladder. This is the initial survey fo the career ladder.

The following conclusions were among those drawn regarding logistics planning. (a) There are wide differences of opinion among Air Force logistics planners as to what planning is, (b) More time and attention should be devoted to evaluation of the planning process and to the testing of plans before full acceptance and implementation, (c) Concurrency of planning at different levels generally results in better plans and greater confidence in their successful execution, (d) A better planning product will result from a more careful selection of planners, integration of logistics and operations planning groups, and the location of all planners working on the same problem in the same or adjacent offices, (e) The concept of a ''Master Plan of Logistics'' (included) offers a means for accomplishing improved logistics planning in the USAF, and (f) The USAF should develop a concept of logistics planning that would provide top management a ''blueprint'' of activity for long range uses. Such a concept is in consonance with a philosophy of planning being circulated in many areas of the government by the present administration. (Author).
