The Military Decision Making Process (MDMP) is the U.S. Army's single analytical process used to assist the commander and staff in developing estimates and plans for military problem solving. A growing body of research and published works within and outside of the Army community are critical of MDMP as an ineffective means of planning and decision-making. Nonetheless, joint operational planning doctrine has adopted the principles of MDMP as the basis for operational planning and decision-making. This monograph examines a revisionist account of general systems theory, (GST) and proposes it as an alternative construct for future military-decision making at the operational level of war. This research rests upon Shimon Naveh's thesis in his In Pursuit of Military Excellence, which asserts that any methodological approach to warfare must be theoretically consistent with the materiel system conditions of warfare. Hence, "in those campaigns where a systemic approach was applied, in both the planning and management of armed forces, the nature of warfare was marked by sound operational logic ..." This monograph explains the ability of the military decision-making process to inform the decision-maker in the current operational environment. A comparison of the operational environment, as envisioned through the U.S. Army s doctrine, before and after the end of the Cold War establishes the framework by which commanders makes decisions. Moreover this comparison highlights the critical changes in that environment that the MDMP has yet to account for. Next, an analysis of naturalistic decision-making theory provides insight into how commanders inform the decisions they make. Subsequently, the military decision-making process (MDMP) is analyzed to determine the advantages and disadvantages of the process as compared to the current operational environment and the way experienced commanders naturally make decisions. This analysis establishes the logical evolutionary steps the MDMP must make in order to be a viable decision-making process in the current operational environment The fundamental dilemmas of decision-making within the U.S. Army are five fold. First, there currently is little experience within the U.S. Army at the operational level. Yet, since the end of the cold war the U.S. Army is increasingly becoming involved at the operational level of war, as the shift in focus of the Army s doctrine indicates. Second, Joint Doctrine does not prescribe a methodology for decision-making that is fundamentally different from the tactical MDMP contained in U.S. Army doctrine. Because of the deficiency in Joint Doctrine it is logical that a U.S. Army planner, for example, operating in a Joint Task Force (JTF) Headquarters will utilize the only decision-making process that the planner is familiar with the MDMP. The recognition of the failure at the strategic and operational levels of war during the Global War on Terror, specifically in Iraq, has resulted in a quest for intellectual solutions to complex operational and strategic problems. To date this has resulted in a tacit acknowledgement that the Military Decision Making Process (MDMP) is not equipped to tackle ill defined problems and that a complementary approach is required. The emphasis on problem framing as defining a problem has been the hallmark of this new approach that is facilitated through institutional learning and a process of reframing rather than the advocating of predictive solutions. This monograph does not attempt to evaluate these new processes or seek to incorporate them within existing doctrine. Instead, it sets out the philosophy behind a design approach to planning. The broad design theory is an amalgam of the Israeli concept of Systemic Operational Design (SOD), Effects-Based Approach (EBA) and Systems of Systems Analysis (SoSA) as a systemic design process that is complementary to existing decision making tools. The monograph elucidates the philosophical functions that are contingent to this process. Importantly, this is not a 'how to' manual providing a prescriptive approach, but an illumination, a theory of becoming that focuses on the why of the process, in order to offer a level of understanding. The distinction between Form, Function and Logic has been embraced as the method used for explaining the philosophy of design. This builds on the writing of Deleuze and his 'philosophy of difference' and also in compartmentalizing between explaining the form of the design approach, from its functions and logic. The design approach produces more robust planning guidance, a frame of reference that enables reframing when the situation changes, an easily communicable strategy, across the whole of government and the explicit step of acknowledging our own biases and perspectives in shaping how we view the world. The conclusion of this monograph is not to replace MDMP and existing practices for planning or as a tool for decisions of implementation, but that a design approach is more appropriate for the creation of strategy, at every level, and concerns primarily decisions of consequence.

The purpose of this paper is to explore the factors affecting military commanders' campaign decision-making processes. Specifically, I examine four factors- operational-level logistics, the individual mental capacities of commanders, the "living reaction" of the enemy commander, and the uncertainty of intelligence inherent to battle- to determine which most significantly affects commanders' decisions. Though I initially treat the above as four competing hypotheses for explaining commander decision making, using two Civil War campaigns- General George B. McClellan's Peninsula Campaign and General Ulysses S. Grant's Overland Campaign- as case studies, I find that depending upon a commander's mental individualities, operational-level logistics can either serve as a constraint or enabling factor in campaign decision making, while enemy reactions and uncertain intelligence may be seen as either insurmountable obstacles or minor issues to be overcome. I conclude with policy recommendations.

This report describes an approach to high-level decision support for a Joint Forces Air Component Commander in combat operations or a Chief of Staff in defense planning. Its central theme is the fundamental importance of dealing effectively with uncertainty, whether in effects-based operations, building the Air Force's Commander's Predictive Environment, or planning future forces with the methods of capabilities-based planning. Because many features of the future cannot be predicted with reasonable confidence, it is better to proceed with the expectation of surprise developments and to have skill in recognizing adaptations and making them than it is to treat uncertainty merely as an annoyance. This report sketches the framework of a high-level decision-support environment that is top-down, expresses concepts in simple and intuitive language, deals explicitly with risk and uncertainty, and provides the capability for decisionmakers to readily discover and question the bases for key assumptions and assessments. It can accommodate both "rational-analytic" and "naturalistic" decisionmakers, allowing them to produce strategies that are flexible, adaptive, and robust (FAR). Two explicit methods and their related tools are described. The first involves portfolio-style thinking and analysis, a good mechanism for balancing risks and other considerations in choosing a course of action. The second is a novel modification of foresight exercises that addresses the need to include humans effectively in dealing with uncertainty. A more extensive discussion of available methods and enabling technologies is also presented, along with some recommendations about investment priorities.
