Excerpt from A Study of Price Control by the United States Food Administration: A Dissertation Submitted to the Faculty of Philosophy of the Catholic University of America, in Partial Fulfillment of Its Requirements for the Degree of Doctor of Philosophy The United States Food Administration, during its brief war time existence became almost an international organization. As the breakdown of European food production became more and more imminent, ever increasing dependence was placed upon American markets. With each of the Allies striving to secure large allotments of foodstuffs from us, the necessity of some organization to apportion amounts according to needs became imperitive. Never before was there greater need of handling food problems from an international viewpoint. Thus, in accordance with this necessity was the United States Food Administration forced to adopt policies of wider scope than those whose aim was the provision of national needs. In this country, the Food Administration's influence was everywhere felt. It dealt with problems that arose unbidden, but which affected vitally the nation at large and every individual who composed it. The worker in the factory, the man in the office, the soldier on the battle-field; producer, manufacturer and consumer all came within the scope of its jurisdiction and were affected more or less by its regulations and requirements. The work of this organization, the problems that it had to cope with, and the manner in which they were solved, although now stripped of their war-time importance, have their lesson to teach. The aim of this study is to present an historical account of the work of the United States Food Administration from an economic view-point. No attempt is made to give a complete account. When it is considered that over 300 separate commodities came under control, the size of such a task can be appreciated.
