H: For the Financial Year Ending December 31, 1939 November, 1939, and biennially thereafter, one member of the school board shall be elected from each ward for a term of two years. The city council shall, between the third and the last day of January, 1940, and biennially thereafter, elect five members of said school board to serve for two years each. The persons so elected by the said wards and the city council shall be residents of said city and shall con stitute said schoolboard and their terms of office shall begin on the first Tuesday of February next after their respective elections.
