Increasing the area under irrigation and the widespread adoption of seed-fertilizer technology were the major factors that contributed to enhanced rice production in Sri Lanka, enabling the country to achieve self-sufficiency in rice. In recent years, there has been a shift in emphasis from expanding the irrigated land base to enhancing the productivity of irrigated land through diversification of agriculture and improvement of rice production, with better water management in irrigation schemes. This report attempts to assess how the irrigation sector in Sri Lanka is adapting itself to these new challenges. It analyzes the future direction of irrigation in Sri Lanka in light of recent trends in public and private investment in this sphere, and the revolution in groundwater development brought about by the poor performance and gradual deterioration of existing irrigation schemes.

Global water demand is likely to grow in the next 20 to 30 years due to agriculture intensification, population growth, urbanization, and climate change. In Sri Lanka, one-third of the rural population depends on agriculture. Rice is the national staple food which is cultivated twice a year on more than half a million hectares of land under a range of physical and environmental conditions. Despite being self-sufficient in rice production, Sri Lanka has low levels of water productivity and water use efficiency in paddies. Furthermore, its water and food security is extremely vulnerable to climate change. The Food and Agriculture Organization of the United Nations (FAO) has been active to increase the understanding of the status of water use efficiency and water productivity in Sri Lanka through the project “Efficient Agricultural Water Use and Management Enhancement in Paddy Fields”, funded by the Japanese Ministry of Agriculture, Forestry and Fisheries (MAFF). The project objective is to identify limits and potentials of paddy rice production at national level. The project findings presented in this report are a basis for assisting the country with the evaluation of the status of water use efficiency and water productivity of paddy fields, providing technical and policy support to enhance water resources management in Sri Lanka.

This guide explores the climate-smart intensification of upland and lowland crop production systems in the dry-zone of Sri Lanka and provides technical guidance to achieve the productive objectives of selected strategic crops (as deemed relevant by the Government of Sri Lanka). The first edition focuses on maize and groundnut upland production systems and on rice lowland production. It provides a quick reference for information on crop production and soil management, including crop varieties, nutritional requirements and field equipment. As climate change will result in wider and more severe occurrences of plant pests, the guide relies on integrated pest management practices adapted to climate change. Optimizing the production of these crops calls for the diversification of crop systems using intercrops and cover crops. Additionally, sustainable mechanization is regarded as an essential agricultural production input to optimize labour and land productivity for the sustainable and profitable development of the agriculture sector. Therefore, the guide describes the innovative equipment needed for the sustainable optimization of crop production. To ensure coherent guidance and advice on sustainable farming practices, inputs and technologies, the guide has been developed in cooperation with all stakeholders working in the agriculture sector of Sri Lanka.
