Over the years, leadership in the public sector has been discussed as a significant component of effective management. The public sector faces challenges regarding increasing motivation and performance because an effective leadership style has not yet been identified. Research shows that the leadership style that a manager exhibits is a key to having a positive influence on motivation and performance. The aim of this study is to investigate the importance of leadership on motivation and performance with a focus on transformational leadership in the public education system. Transformational leadership is a leadership model that inspires employees to focus on the greater good. Transformational leaders motivate employees to rise above their self-interests to better the organization and exceed their expected performance. The study will adopt a concurrent triangulation mixed-methodology approach focusing on analyzing superintendents' and principals' perceptions of leadership. The survey responses will provide important qualitative and quantitative data on motivation and performance in the public education. Data will be collected from 300 employees working at 20 different K-12 school districts with locations in the East San Gabriel Valley Los Angeles County. The study will provide useful perspectives on school districts' leaders to enhance and improve performance outcomes and the public's quality of services.

This study aims to explore the effects of transformational and transactional leadership styles on employee motivation in a public sector organization, the Department of Public Social Services (DPSS), a service-oriented organization. The study will employ a qualitative research design and use a phenomenology approach. The data collection process will consist of a focus group method. There will be thirteen participants, all front-line employees, ten females, and three males, from one District Office. The sample size is representative of the department's workforce regarding gender and population size. The participants will be current DPSS employees working in the front-line. The researcher will use a series of discussion questions to solicit responses regarding leadership in the workplace. The study's implications could inform administrative leaders on whether to invest in leadership development training for supervisors and mid-level managers to foster employee motivation and organizational performance.

This paper reviews the literature on employee empowerment in the public sector workplace, with careful attention to the fundamental theoretical assumptions of the body of work and the empirical research on public sector employee motivation and its impact on job performance. This paper highlights important research findings relating to the adverse impacts of economic approaches and financial rewards as motivating incentives for public sector employees in government jobs to be applied as an HRM practice. It further outlines the positive attributes of motivating public employees intrinsically. This study contributes to our understanding of the differences between public and private sector motivational strategies by demonstrating that, public sector employees are generally less extrinsically motivated. The current psychological research on employee motivation in the public sector developed in the literature review emphasizes on the importance of social cognitive theories and practices, such as the application of goal commitment and goal-setting theory, self-affirmation, P-O Fit theory, work autonomy, and transformational leadership as the most effective avenues for public administrators to empower and motivate government employees. Using an explanatory research design, the specific question this research aims to explore is whether or not employee empowerment programs are effective in terms of motivating employees and ultimately enhancing employee job performance in the City of Glendale.
