This is a print on demand edition of a hard to find publication. Hurricane Katrina, in Aug. 2005, was the costliest hurricane as well as one of the five deadliest storms in U.S. history. It caused extensive destruction along the Gulf coast from central Florida to Texas. Some 22,000 Active-Duty Army personnel assisted with relief-and-recovery operations in Mississippi and Louisiana. At the same time, all 50 states sent approx. 50,000 National Guard personnel to deal with the storm¿s aftermath. Because the media coverage of this disaster tended toward the sensational more than the analytical, many important stories remain to be told in a dispassionate manner. This study offers a dispassionate analysis of the Army¿s response to the natural disaster by providing a detailed account of the operations in Louisiana and Mississippi.

Unity of effort is an essential concept in emergency management to provide a rapid and coordinated response. The command relationships between active and National Guard forces conducting operations in domestic disaster response become an issue when both types of forces are operating in the same area and responding to different authorities. How authorities establish command relationships and form new organizations between these forces contributes to unity of effort during Defense Support to Civil Authorities operations. This study examines three command relationship models, applies an understanding of the organizations and structures of emergency management and the integration of state and federal military forces into emergency response operations within California. This thesis finds that the integration and a unified command and control of these forces are essential in providing the incident commander with unity of effort and the Dual-Hat command relationship provides the most effective model to ensuring unity of effort in emergency response operations between active and National Guard forces within California. This model provides the Unity of Command necessary to effectively coordinate and direct military operations, while providing the JTF commander the flexibility to use the appropriate capabilities and assets of both the active and National Guard.

The efforts undertaken by civilian and military organizations in response to Hurricane Katrina were historically unprecedented, but a number of changes would enhance future Army and National Guard disaster-response efforts, including preparing governors to call up Guard units for out-of-state emergencies and the creation of regional standing homeland security task forces.

Natural disasters, such as Hurricane Katrina, raise questions concerning the President's legal authority to send active duty military forces into a disaster area and the permissible functions the military can perform to protect life and property and maintain order. The Stafford Act authorizes the use of the military for disaster relief operations at the request of the state governor, but it does not authorize the use of the military to perform law enforcement functions, which is ordinarily prohibited by the Posse Comitatus Act. However, the President may invoke other authorities to use federal troops to aid in the execution of the law, including the Insurrection Act. This report summarizes the possible constitutional and statutory authorities and constraints relevant to the use of armed forces, including National Guard units in federal service, to provide assistance to states when a natural disaster impedes the operation of state and local police.
