The Summit of the Americas process is an institutionalized set of meetings at the highest level of government decision making in the Western Hemisphere. The purpose of the meetings or Summits is to discuss common issues and seek solutions to problems shared by all the countries in the Americas. This report presents an action plan developed for the 2001 Summit to strengthen democracy, create prosperity, and realize human potential. Elements of the plan are set out in such areas as human rights, hemispheric security, civil society, financial stability, disaster management, agriculture & rural development, health, education, cultural diversity, children & youth, labour & employment, sustainable development, and indigenous peoples.

The first two Summits of the Americas (Miami 1994 and Santiago de Chile 1998) fostered comprehensive, practical co-operation on a range of issues of common concern among the governments of the Western Hemisphere. This report is Canada's first report on the Summits of the Americas process, focussing primarily on the 1998 Santiago Plan of Action. It is divided into four sections that mirror the four main themes of the Plan: education, the key to progress; democracy, justice, & human rights; economic integration & free trade; and poverty & discrimination. These themes are further broken down into 28 sub-themes, each with at least one corresponding action item. Achievements described represent a summary of the work that Canada has done in support of summit mandates and in related areas.
