Excerpt from Speech of William Cost Johnson, of MD., On the Sub-Treasury Bill, Entitled a Bill Imposing Additional Duties, as Depositaries, in Certain Cases, on Public Officers: Delivered in the House of Representatives, October 12, 1837 But now that the late postmaster general is no more, and the restraining circumstances of the affair have passed away, I embrace the opportunity which the ie, marks of the honorable member have afforded me to, ' say, in my place, that I never designed to charge the post-master general with peculation, though I was um willing to except him from the charge (of which I had proof enough to convince my judgment) that it did ex? Ist at that time in the department. I deem it due to my self, due to those whom he has left behind him, his r lations and friends - and the honorable member as one of those friends - to say, that Ih'ad no proof that: he was corrupt, nor do I believe that he was a corrupt man in the moral or legal sense of the term._ The most the ttl meant to say was, that when corruption was proved to exist in a department, the censure should fall With the' heaviest force upon the head of that department, if he did not suspend the guilty subordinate.
