Reducing poverty continues to be one of the main priorities of the Government of Albania. Currently, Albania has an ample platform to provide social protection to its citizens through social insurance, social assistance and employment programs. However, these programs are not efficiently linked to each other, which can lead to unclear and occasionally overlapping roles among the programs. Among these social protection programs, Ndihma Ekonomike (NE) is the only poverty-targeted social benefits program available to the Albanian Government, but despite the continued efforts of the Government to improve the program's impact, the poverty impact of NE remains low. Against this backdrop, the objective of this note is to assist the policy makers in Albania with identifying reforms that would improve the overall effectiveness and targeting of NE. Specifically, the note will present key challenges faced by the Government, as well as outline the reforms that would contribute to a more efficient and effective social assistance system in Albania, resulting in a process with improved transparency and accountability. The note is organized as follows: Section 2 presents a brief overview of the social protection system in Albania while at the same time discussing inefficiencies that arise due to lack of linkages between these programs; Section 3 assesses the current effectiveness of NE; and Section 4 concludes with recommendations.

This paper reviews the developments in the social safety net system of Albania since the beginning of its economic adjustment program in mid-1992 through the third quarter of 1995. It shows that the social safety net system was quickly reformed, and that this allowed Albanian authorities to support the most needy groups of the population with income transfers. Notwithstanding the low administrative costs, the social safety net system is not financially sustainable. Expenditures are not balanced with revenues, and the gap cannot be closed in the short-run. Poor targeting of the benefits and administrative loopholes spur expenditures. Revenue growth is hindered by low compliance with the social security contributions. The paper concludes with some suggestions for addressing this issues.

In 1989, Albania's rigid political and socioeconomic structure shattered beyond repair. Turbulence soon invaded every domain of life. As the state imploded, so did the state-run economy. This review explores ongoing consequences of this difficult transformation that took place since 1989 and of policy initiatives to mitigate or ameliorate its effects. Albania has been much studied; the review addresses important information gaps. It establishes, from the representative 2002 Living Standards Measurement Survey (LSMS), which kinds of families receive public income transfers and private income flows in what amounts and from what sources. It estimates the impact that these public and private income flows have in mitigating pre-transfer and post-transfer poverty among households. It does this by type of family and source of income flow, for all Albanian households and for various subsets of them. This review analyzes the relative importance of pensions and social assistance in alleviating poverty among rural households with aged members. This review also documents and links data on expenditures under social programs with data on program beneficiaries for recent years and it identifies current tradeoffs among the multiple objectives of social safety net policies, including those relating to coverage, adequacy, work incentives, equity, and effective government spending. Finally, it suggests options for future development of social safety net policies, including ways to strengthen overall policy linkages and programmatic coordination among social programs.
