Mid-Atlantic Universities Transportation Center (MAUTC) researchers have begun working with the Pennsylvania Department of Transportation (PennDOT) to provide a conceptual framework to reinvent the PennDOT training function designed to systematically assist in positioning PennDOT for the 21st century. The framework design will address training functions with respect to distance education as a means of training within PennDOT and the upward mobility of managers in response to anticipated PennDOT needs associated with strategic objectives. The project is grouped into Step I: Distance Education; and Step II: PennDOT Manager Certificate Program. This report presents the results of Step II, the primary objective of which was to develop a framework for managerial training based on managerial functions, roles, and competencies.
