The objective of this Safety Guide is to assist Member States in implementing regulatory requirements for radiation sources that will ensure their safety. To that end, this publication provides guidance on infrastructure responsibilities for safety, on methodologies for performing safety assessments and on specific design and operational measures that should be taken to ensure safety throughout the life cycle of radiation generators and sealed radioactive sources. The safety measures recommended are also applicable to radioactive sources in nuclear facilities or radioactive waste disposal facilities, while recognizing that these facilities should in any case provide a high standard of source safety.

Radiation sources used in research and education include particle accelerators, sealed radioactive sources, such as low activity check sources and high activity sealed radioactive sources in irradiators; unsealed radioactive sources that are used as tracers in field work and in laboratory work; naturally occurring radioactive material and X ray generators such as diffraction apparatus and fluorescence analyzers. This Safety Guide provides recommendations on how to meet the relevant requirements of IAEA Safety Standards Series No. GSR Part 3 in the use of radiation sources in research and education. It provides guidance on the control of occupational exposure and of public exposure, for planned exposure situations and, where appropriate, emergency exposure situations and on the safety measures specific to this practice. The recommendations in this publication are aimed primarily at operating organizations such as educational and research establishments including schools, colleges, universities and technical institutes that are authorized to use radiation sources in academic programs, as well as their employees, students, teachers and radiation protection officers. The guidance will also be of interest to individuals working for regulatory bodies and other relevant organizations involved in design, manufacture, supply and service of radiation sources and associated equipment for research and education.

The Nuclear Regulatory Comm. (NRC) regulates domestic medical, industrial, & research uses of sealed radioactive sources. Those attempting to purchase a sealed source must apply for a license & gain the approval of either NRC or an "agreement state (AS)." To become an AS, a state must demonstrate that its regulatory program is compatible with NRC reg's. & is effective in protecting public health & safety. NRC then transfers portions of its authority to the AS. In 2003, it was reported that weaknesses in NRC's licensing program could allow terrorists to obtain radioactive materials. NRC responded to this issue, incl. issuing guidance to license examiners. This report tests the licensing program using covert investigative methods.
