" Emergency responders across the nation rely on land mobile radio (LMR) systems to gather and share information and coordinate their response efforts during emergencies. These public safety communication systems are fragmented across thousands of federal, state, and local jurisdictions and often lack "interoperability," or the ability to communicate across agencies and jurisdictions. To supplement the LMR systems, in 2007, radio frequency spectrum was dedicated for a nationwide public safety broadband network. Presently, 22 jurisdictions around the nation have obtained permission to build public safety broadband networks on the original spectrum assigned for broadband use. This requested report examines (1) the investments in and capabilities of LMR systems; (2) plans for a public safety broadband network and its expected capabilities and limitations; (3) challenges to building this network; and (4) factors that affect the prices of handheld LMR devices. GAO conducted a literature review, visited jurisdictions building broadband networks, and interviewed federal, industry, and public safety stakeholders, as well as academics and experts. "

The First Responder Network Authority, also known as FirstNet, was established under the Middle Class Tax Relief and Job Creation Act of 2012. It is intended to address communication failures that slowed recovery efforts during major national emergencies, including the 9/11 attacks and Hurricane Katrina. States like Mississippi know firsthand the consequences of communications network breakdown. FEMA, Red Cross, and others were hindered from providing the emergency recovery services needed during and after Katrina. The 2012 Act allocated $7 billion from spectrum auction proceeds for the purpose of building and operating a nationwide public safety broadband network. The spectrum auction raised the $7 billion needed to begin the planning and development stage. Although FirstNet has made progress, questions linger about the future viability of the network. FirstNet is committed to providing rural communities with the same services as larger urban cities, but rural and remote coverage remains a major concern. Each region of the country faces a unique set of challenges, and addressing these challenges is critical to achieving nationwide deployment of FirstNet.

FirstNet is charged with establishing a nationwide public-safety broadband network that is reliable, secure, and interoperable. To inform this work, FirstNet is consulting with a variety of stakeholders. In March 2017, FirstNet awarded a 25-year contract to AT&T to build, operate, and maintain the network. FirstNet's oversight of AT&T's performance is important given the scope of the network and the duration of the contract. GAO was asked to review FirstNet's progress and efforts to ensure the network is reliable, secure, and interoperable. GAO (1) examined FirstNet's efforts to establish the network; (2) obtained stakeholder views on network reliability, security, and interoperability challenges FirstNet faces and its efforts to address them; and (3) assessed FirstNet's plans to oversee its network contractor. GAO reviewed FirstNet documentation, key contract oversight practices identified in federal regulations and other sources, tribal communication practices identified by federal agencies, and assessed FirstNet's efforts and plans against these practices. GAO also interviewed FirstNet officials and a nongeneralizable selection of public-safety, tribal, and other stakeholders selected to obtain a variety of viewpoints.

For communications during emergencies, public safety officials rely on thousands of separate systems, which often lack interoperability, or the ability to communicate across agencies and jurisdictions. The 2012 act created FirstNet within the Department of Commerce to establish, for public safety use, a nationwide, interoperable, wireless broadband network, which will initially support data transmissions. The 2012 act established numerous responsibilities for FirstNet, provided $7 billion for network construction, and required FirstNet to be self-funding beyond this initial allocation. As part of the effort, FirstNet is working with five "early builder projects" that are building local and regional public-safety broadband networks. GAO was asked to examine FirstNet's progress in establishing the network. GAO assessed (1) FirstNet's progress carrying out its responsibilities and establishing internal controls, (2) how much the network is estimated to cost and how FirstNet plans to become self-funding, and (3) what lessons can be learned from the early builder projects. GAO reviewed FirstNet documentation and public-safety network cost estimates, surveyed all state-designated FirstNet contacts, and interviewed FirstNet officials and public safety stakeholders selected for their telecommunications and public safety experience.
