This book is based on the workshop that kickstarted the NATO Science Committee Special Programme on Advanced Educational Technology. We invited the leaders in the field to attend this inaugural meeting and were delighted by the quality of the attendance, the papers delivered at the workshop and this book. Many of the authors have subsequently run other meetings funded by the Special Programme and have, or are in the process of, editing books which focus on particular topics. This book covers all the major themes in the area ranging from fundamental theoretical work to empirical studies of state of the art technological innovations. Tim O'Shea chaired the NATO Survey Group which planned the Programme and the subsequent Panel which disbursed funds in the first two years of the Programme. He would like to thank the other group and panel members, namely, Professor N Balacheff, Professor D Bjomer, Professor H Bouma, Professor P C Duchastel, Professor A Dias de Figueiredo, Dr D Jonassen and Professor T Liao. He would like to offer his special thanks to Dr L V da Cunha the NATO Programme Director for his unfailing support and patience. Eileen Scanlon was the Director of the Workshop which is the basis of this book. She offers heartfelt thanks to the contributors and to the following who provided practical help with the meeting or the production of this book: Mrs Pauline Adams, Dr Mike Baker, Mrs Kathy Evans, Mrs Patricia Roe, Mr Dave Perry and Ms Fiona Spensley.

This book is th e result of a collaborative research project involving the Centre for Defence and Security Studies at the University of Manitoba (Canada) and the Centre for Defence Economics at the University of York in England . Perhaps not surprisingly, given its transatlantic origins, its lineage is somewhat involved. In Canada , its origins can be traced to two earlier research projects on the political economy of arms production undertaken by members of what has since become the Centre for Defence and Security Studies . The first of these , carried out in collaboration with Toronto 's York University, and financially supported by the Centre for Studies in Defence Resources Management at the National Defence College in Kingston, Ontario , was entitled " Th e Implications of Europe 1992 For Canadian Defence and Defence Industrial Interests" . The second , undertaken in conjunction with both York University and Nova Scotia's Dalhousie University , was supported by the now defunct Canadian Institute for International Peace and Security , and dealt with " N a t i o n a l Defence and the Canadian Economy . " Workshops were held in connection with both these studies, which brought together academic, governmental and industry experts in the field of defence production .

This book brings together a set of essays exploring the implications of new technologies in the workplace. The common premise of the contributions is that the effective implementation of automation in manufacturing and engineering operations will typically require a workforce with a higher skill profile. Examining the experience of countries in Europe, Australia, Asia, and the U.S., the book analyzes four themes: the new competencies required for effective implementation of new technologies; how firms can develop these new competencies; the implications of these changes for industrial relations; and how firms can weave together business strategy, technology strategy, and personnel strategy, to build competitive advantage. with greater rather than lesser skills. This argument contradicts the conventional assumption that automation will not only reduce the number of workers required to produce a given product but also require less skilled workers to do so.

This Element reviews the varieties of capitalism approach (VoC) first developed by Hall and Soskice and subsequent extensions to emerging markets. The author suggests that by reinvigorating existing ideal types and creating new ones through an analysis of its five variables in a variety of countries VoC can be used to evaluate the viability of economic reforms across a wide range of countries. He argues that governments should base changes on lessons from other countries belonging to their ideal type. This Element illustrates the utility of VoC in understanding how reforms will differ across countries by examining how the future of work is likely to differ across nations depending on the degree to which the five institutions explored in this approach promote the standardization of tasks. It analyzes how these institutions shape degrees of standardization in the United States, Germany, and Brazil, offering suggestions for reforms in each of them.
