In this report we model old experimental neutron count distribution data with simulations. Included in the simulations are spontaneous fission induced fission chains and cosmic ray induced neutron signals. The experimental data on highly enriched uranium (HEU) was taken at LLNL at sea level, and on Pu at LANL at 7300 feet in altitude. Cosmic rays can create neutron bursts in high-Z materials, which are enhanced in multiplying Special Nuclear Materials (SNM). For HEU at sea level, comparison between simulations and experimental data show that the largest burst events are initiated by cosmic rays, not by spontaneous fission of 238U. Attempts to quantitatively model the HEU experimental data show that additional contributions from cosmic ray induced neutron background in a concrete room improve the comparison significantly. Cosmic rays interacting with the room create a neutron background that dominates the count rate, and can also initiate fission in HEU; the concrete walls can also shield the highenergy hadrons (protons, neutrons, and pions) that create the largest neutron bursts. For HEU of low multiplication, cosmic rays make it easier to detect HEU, but harder to analyze. For a high multiplication Pu ball, even at altitude, the spontaneous fission-initiated fission chains totally dominate the signal - in this regime cosmic rays are unimportant.

Short Historical Overview In the 1940s, two phenomena in the ?eld of cosmic rays (CR) forced scientists to think that the Sun is a powerful source of high-energy particles. One of these was discovered because of the daily solar variation of CR, which the maximum number of CR observed near noon (referring to the existence of continuous ?ux of CR from the direction of the Sun); this became the experimental basis of the theory that CR’s ́ originate from the Sun (or, for that matter, from within the solar system) (Alfven 1954). The second phenomenon was discovered when large ?uxes of high energy particles were detected from several solar ?ares, or solar CR. These are the - called ground level events (GLE), and were ?rst observed by ionization chambers shielded by 10 cm Pb (and detected mainly from the secondary muon-component CR that they caused) during the events of the 28th of February 1942, the 7th of March 1942, the 25th of July 1946, and the 19th of November 1949. The biggest such event was detected on the 23rd of February 1956 (see the detailed description in Chapters X and XI of Dorman, M1957). The ?rst phenomenon was investigated in detail in Dorman (M1957), by ?rst correcting experimental data on muon temperature effects and then by using coupling functions to determine the change in particle energy caused by the solar-diurnal CR variation.

In the present work, the target station of the accelerator-driven neutron source HBS is optimized in comprehensive parameter studies using the Monto-Carlo method. The dependence of the most important performance characteristics of such a system on the external parameters is investigated neglecting technical and mechanical limitations. In this way, qualitative and quantitative statements for all possible configurations and envisaged applications can be derived and should be considered in the detailed planning of such facilities. For this purpose, different scenarios are considered that place completely different requirements on the design of the target station. The central statements derived in this thesis can be transferred to any framework conditions, such as different accelerator energies, so that these results can be used in the development of other neutron sources, which together with the HBS form a European network and provide a prosperous community in neutron science.

Although the fission of heavy nuclei was discovered over 75 years ago, many problems and questions still remain to be addressed and answered. The reader will be presented with an old, but persistent problem of this field: The contradiction between Prompt Fission Neutron (PFN) spectra measured with differential (microscopic) experiments and integral (macroscopic and benchmark) experiments (the Micro-Macro problem).
