This journal article of the futures study, examines the status of police services and financial considerations in small-to-medium police agencies in California by the year 2002. Forecasting of relevant trends and events was completed by an expert panel, and a state-wide survey of law enforcement executives was completed. Data was used to develop scenarios to visualize possible futures, and policies to positively impact trends and enhance the viability of study agencies. Outcomes of strategic planning and the forecasting process were a transition management plan and specific implementation technologies. A conceptual model of mission-driven police service was developed from survey data to display the philosophy of the police agency of the future.
