This paper examines the nexus between legislation, paid employment, women's empowerment and transformative gender equality in India. Using a sample of married women from the India Human Development Survey (IHDS), we find that the government legislated rural employment guarantee, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), has been instrumental in ensuring paid employment for women - for many married women it is the first opportunity for paid work. We also find paid employment and MGNREGA had positive and significant effects on women's control over household decisions. However, we do not find enough evidence to suggest a transformative impact in terms of breaking the cycle of disadvantage, proxied by the timethe older girl child spends in school.

Women, who constitute almost half of the world’s population, perform nearly two thirds of all working hours, receives one tenth of world’s income and own less than 1 percent of world’s property are identified as most vulnerable subaltern group. The subordinate status of women as second fiddle to their male counterpart has been legitimized in the psycho-socio-economic-cultural domain/tradition. Women, cutting across caste, class, wellbeing and culture are denied of their own ontology/autonomy, being and becoming, a clear image or self esteem. Back home, in India the position of women in just as an image of domestic doulas, a prisoner of the comfortable concentration camp. The Indian women suffer from lack of self and space, disempowerment, disprivilege, disadvantage, sexist discrimination, gender inequality, invisibility, asymmetries and marginalization. Despite of the principles of gender equality being enshrined in our constitution and despite the state being empowered to adopt measure of positive discrimination in favour of women, still in India they continue to bear the brunt of societal discrimination. It we look at any development parameters say it is health, education, employment, mortality rate; we find the women in India are on very weak footing. The low social status of women in India is clearly visible from global Human Development Index, which ranks India as 118 among 177 nations on gender equality. To address the issue of gender inequality and for attainment of a gender just society, ‘empowerment of women’ appeared to be significant social and political developments of 20th century, marked a turning point in the history of unequal gender relations, paving the way for a major civilizational transformation. Today, in 21st century the concept of empowerment of women has become central to every development received wide acclamation in the 4th World conference on women held in Beijing in 1995, which observed that “women empowerment and their full participation on the basis of equality in all spheres of society, including participation in the decision making process and access to power, are fundamental for the advancement of equality, development and peace.” However, the campaign for women empowerment became foremost feminist agenda since mid 1980s. The concept of ‘women empowerment’, as looked by Prof. Amartya Sen, is a process by which a woman is ensured with access and choice. It is a process of equipping the women with power, opportunities to assert for her rights and identity in the society. It is against the practice of segregation and subjugation of women and makes an advocacy or the integration of women and identity formation by the women in the local, national and the global forum. However, the entire process of women’s journey from endowment to empowerment, the picture looks quite gloomy, as if their century’s long struggle finds them in whithertheir position. To achieve genuine empowerment, women of India have to swim upstream so as to be able to defeat the traditional forces of logo centrism of the norm-based society. This edited volume is concerned with issues pertaining to gender inequality and women empowerment. One of the most urgent challenges now facing human kind is to halt and reverse the growing deterioration in the gender relations that has augmented social disharmony and imbalances. Every country, large and small irrespective of its richness and culture is confronted with this basic human question of gender equality and gender justice. With the emergence of globalization, with free market economy, gender issues effecting status of women and their empowerment question has taken a changed dimension attracting research concern and scholarly attention. The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is a rights-based job guarantee program in India which is directed at the underprivileged populations of India, such as women, Scheduled Castes, and Scheduled Tribes, with the goal of reducing poverty and unemployment and providing them with a better empowered livelihood. However, since its inception it has been plagued by a slew of problems, raising strong reservations about its ability to achieve its stated goals. This thesis examines the lives of the Scheduled Caste, Scheduled Tribe, and women in India and within the Indian labour market. The success of MGNREGA in generating an empowered livelihood for marginalised populations is also examined in this study, utilising three criteria's: equitable implementation of the Act, MNREGA and Women's Empowerment, and the value of MGNREGA awareness in terms of empowerment. Through a series of case studies, this thesis argued that each state has its own set of difficulties, making no two states the same. It was also argued that the MGNREGA is far from realising its full potential because it is not executed equitably, does not empower women and the SC/ST across India as it should, is not gender sensitive, and does not have high levels of awareness in all states.

Since rural women remain untouched by rural development their empowerment is a must for ensuring and mobilizing their greater participation in developmental activities. Women empowerment is synonymous with the achievement of equality of men and women. In the concept of empowerment the word power entails the capacity to act independently and the ability to influence others. Empowerment of women was one of the nine primary objectives of the ninth plan and every effort was made to create an enabling empowerment where women could freely exercise their rights within and outside their home as equal Partner with men. Several poverty alleviation and employment generation programmes were introduced by different state governments, Union Territories and Government of India. But those schemes not effectively and efficiently worked to reduce poverty and increase the living standard of the people in rural India especially women population. As a rural wage employment programme, Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was enacted on 23rd of August 2005 and got presidential assent on 5th of September 2005. This Act recognized the relevance of incorporating gender equity and empowerment in its design. An empirical analysis on the change brought by this programmes and the even though empowerment is slightly higher in case of beneficiaries than that of non-beneficiaries yet difference between beneficiaries and non-beneficiaries of MGNREGS in terms of overall empowerment was not found to be significant. +e reason may be that no doubt MGNREGA has provided employment opportunities to women but empowerment is more social than economic phenomena.

Women’s self-help groups (SHGs) have increasingly been used as a vehicle for social, political, and economic empowerment as well as a platform for service delivery. Although a growing body of literature shows evidence of positive impacts of SHGs on various measures of empowerment, our understanding of ways in which SHGs improve awareness and use of public services is limited. To fill this knowledge gap, this paper first examines how SHG membership is associated with political participation, awareness, and use of government entitlement schemes. It further examines the effect of SHG membership on various measures of social networks and mobility. Using data collected in 2015 across five Indian states and matching methods to correct for endogeneity of SHG membership, we find that SHG members are more politically engaged. We also find that SHG members are not only more likely to know of certain public entitlements than non-members, they are significantly more likely to avail of a greater number of public entitlement schemes. Additionally, SHG members have wider social networks and greater mobility as compared to non-members. Our results suggest that SHGs have the potential to increase their members’ ability to hold public entities accountable and demand what is rightfully theirs. An important insight, however, is that the SHGs themselves cannot be expected to increase knowledge of public entitlement schemes in absence of a deliberate effort to do so by an external agency.
