Based on new phenomena appearing in many emerging economies, this book presents a theoretical study on the economic influences of labor transfer from several aspects. In recent years, thanks to the continuous progress of social forms as well as science and technology, there are a large number of new developing trends in emerging nations. Taking China as an example, several economic issues have sprung up with the huge scale of labor transfer, such as development of modern agriculture, environmental protection, privatization of mixed enterprises, training of human capital, and migrant workers’ remittances to their hometowns. However, the existing researches on labor transfer pay little attention to them. In order to bridge the gap, this book combines new economic data with basic theories of labor migration, and discusses economic influences of labor transfer in four angles: human capital, migrants’ remittances, environmental protection, and development of modern agriculture. Each part is composed of two or three analytical elements. Our conclusions not only enrich existing theoretical researches, but also provide theoretical support for related national economic policies.

This paper discusses theoretical aspects and evidences related to designing labor market institutions in emerging market and developing economies. This note reviews the state of theory and evidence on the design of labor market institutions in a developing economy context and then reviews its consistency with actual labor market advice in a selected set of emerging and developing economies. The focus is mainly on three broad sets of institutions that matter for both workers’ protection and labor market efficiency: employment protection, unemployment insurance and social assistance, minimum wages and collective bargaining. Text mining techniques are used to identify IMF recommendations in these areas in Article IV Reports for 30 emerging and frontier economies over 2005–2016. This note has provided a critical review of the literature on the design of labor market institutions in emerging and developing market economies, and benchmarked the advice featured in IMF recommendations for 30 emerging market and frontier economies against the tentative conclusions from the literature.

The formal transfer of West German industrial relations institutions into the East has been successful. Yet, the literature is sceptical about the extent to which supportive attitudes and behaviour among the actors have been developed. This paper compares unionized workers' reactions towards their new unions and works councils in the East and West German textile and apparel industry. The research, first of its kind, shows that East Germans do not significantly differ in their attitudes from their western colleagues and that in overall there is a strong support for the new institutions.

This paper aims to provide a critical overview of the drivers that the relevant theoretical and empirical literature suggests being crucial in dealing with the challenges an emerging country may encounter in its attempts to further catch-up a higher income status, with a particular focus devoted to the implications for the domestic labor market. In the first part of the paper, attention will be focused on structural change, capability building and technological progress, trying to map - using different taxonomies put forward by the innovation literature - the concrete ways through which an emerging country can engage a successful catching-up, having in mind that developing countries are deeply involved into globalized markets where domestic innovation has to be complemented by the role played by international technology transfer. In the second part of the paper, the focus will be moved to the possible consequences of this road to catching-up in terms of employment and skills. In particular, the prescriptions by the conventional trade theory will be contrasted with a view taking into account technology transfer, labor-saving technological progress and skill-enhancing trade.

Economic development and growth depend on a country’s young people. With most of their working life ahead of them they make up about a third of the working-age population in the typical emerging market and developing economy. But the youth in these economies face a daunting labor market—about 20 percent of them are neither employed, in school, nor in training (the youth inactivity rate). This is double the share in the average advanced economy. Were nothing else to change, bringing youth inactivity in these economies down to what it is in advanced economies and getting those inactive young people into new jobs would have a striking effect. The working-age employment rate in the average emerging market and developing economy would rise more than 3 percentage points, and real output would get a 5 percent boost.

Taking a unique comparative approach to the respective development paths of India, Brazil and South Africa (IBSA), this book shows that people and governments in all three countries are faced with similar challenges of heightened insecurity, caused by liberalization and structural adjustment. The ways in which governments, as well as individuals and worker organisations in IBSA have responded to these challenges are at the core of this book. The book explores the nature of insecurity in the Global South; the nature of the responses to this insecurity on public and small-scale collective as well as individual level; the potential of these responses to be more than neo-liberal mechanisms to govern and contain the poor and lessons to be learnt from these three countries. The first section covers livelihood strategies in urban and rural areas as individual and small-scale collective response to the condition of insecurity. Insecurity in the countries of the South is characterised by a high degree of uncertainty of the availability of income opportunities. The second section looks at state responses to insecurity and contributions on social protection measures taken by the respective IBSA governments. The third section discusses whether alternative development paths can be identified. The aim is to move beyond ‘denunciatory analysis.’ Livelihood strategies as well as public policies in some of the cases allow for the building of new spaces for agency and contestation of a neo-liberal mainstream which provide emerging and experimental examples. The book develops new thinking on Northern welfare states and their declining trade unions. It argues that these concepts, knowledge and policy innovations are now travelling in three directions, from North to South, from South to North, and between Southern countries. This book provides unique insights for researchers and postgraduate students in development studies, social policy and industrial sociology.
