Originally published in 1990 this book provides an authoritative and detailed account of the initiatives of US state governments with science and technology programs designed to foster economic growth. Two key questions are posed: Do state governments have policy instruments that are sufficiently powerful to affect thelevels and growth rates of their regional economies? and Are national and global economic forces so powerful that they render state action ineffective? Several subsidiary themes are discusses in this context, namely: the most commonly used policy instruments, the impacts on federalism and on governance and how well the universities and other educational institutions serve the economic activities imposed on them.

Download High-Technology Development in Regional Economic Growth Book in PDF, Epub and Kindle
This title was first published in 2003. Korea has had considerable success in developing its high technology industries and these have become significant employers in this region. By analysing the situation in Korea, this book explores the effects of dynamic externalities on the growth of regional employment in the high-technology industries. It puts forward innovative simultaneous equation models to test three sets of hypotheses related to so-called 'Jacobs', and 'MAR' effects, differentiated by firm size, organizational type and product. Clear evidence is found for endogenous technological progress marked by positive feedback, especially for small firms in diversified high-technology enclaves. There are technological externalities associated with knowledge spillovers, and local employment has indirect effects on employment growth via dynamic externalities. The implications for local economic development policy are outlined in a concluding section. -

Download Growth Policies for the High-Tech Economy Book in PDF, Epub and Kindle
In this timely book Gregory Tassey analyzes the assets and government policies that affect and enhance the technology-based economy. Tassey makes the case for a comprehensive technology-based economic growth strategy needed to respond to multi-asset growth strategies being implemented in Europe and Asia. This insightful book examines the need for a new and broader set of economic policies to end four decades of declining GDP growth, persistent trade deficits, stagnant incomes, and socially disruptive income inequality in the US. Tassey proposes a technology element model which characterizes and assesses the four major asset categories that must comprise emerging technology-based growth policies: investment in research and development, capital formation, skilled labor, and complex technical infrastructures. He emphasizes a range of existing and proposed growth policies that currently or potentially support the rapidly expanding technology-based economy, exploring their management and implications for regional and national government growth policies. These constructs are then integrated into crucial recommendations for supporting emerging policy trends. Growth Policies for the High-Tech Economy is a key read for students, government policy analysts and scholars of economics, industrial organization, innovation policy and finance. Most important, it is also a vital resource for government analysts and industry managers lobbying for innovative policy changes.

Rural America is at a crossroads in its economic development. Like regions of other First World nations, the traditional economic base of rural communities in the United States is rapidly deteriorating. Natural resources, including agriculture, show little prospect for generating future job growth, and manufacturing has become a new source of instability. Faced with these changes and an increasing vulnerability to international economic events, rural communities have begun to seek high-technology industries and advanced services as candidates for job growth and economic stability. What is the potential for high-tech growth outside the largest cities? What is the role of high-tech industry in the economic development of non-metropolitan America? This book provides a hard-nosed look at the high-tech potential in rural economic development. Some of the questions Glasmeier addresses include: Are rural areas attractive to high tech? Will high tech follow earlier patterns and filter down the lowest-paid jobs to rural areas? Will rural communities be bypassed completely for even lower-wage Third World locations? Glasmeier answers in a sober analysis that separates fact from myth. Empirical data reveals the kinds of high-tech jobs that locate in rural areas, and the kinds of rural areas that attract high-tech jobs. This analysis leads to a highly critical evaluation of state and local economic development policy and recommendations for its improvement. This book is a must for policymakers, practitioners, scholars, and an informed public interested in the promise of high tech and the future of US economic development.

Download The Politics of High Tech Growth Book in PDF, Epub and Kindle
This book argues that beneath the Irish trade and foreign investment boom lies a more interesting story of regional innovation promoted by an alliance between the state and local technical communities. This alliance was governed through a decentralized set of state institutions, drawing on 'global' and 'local' economic and political resources. This 'Developmental Network State' has had a significant impact on the growth of Ireland's high tech cluster and is central to the emergence of an international network of 'global high tech regions' from Silicon Valley to Ireland, Taiwan, and Israel. The book provides a detailed study of the rise of the software industry in Ireland and of the state institutions and political conditions which promoted it. It shows how new 'network state' policies and institutions have been central to high tech regions elsewhere.
