Memoria de la pasantía realizada por la autora en el Programa de Formación en Cooperación Internacional "Mujeres y Desarrollo", XI Edición. Este trabajo se enmarca dentro de la IV edición del Magister en Género y Desarrollo que imparte el Instituto Complutense de Estudios Internaciones-ICEI, de la Universidad Complutense de Madrid; gracias al apoyo y auspicio del Instituto de la Mujer de España. Se llevó a cabo en México DF. y con la colaboración de UNIFEM México y Centroamérica, en el Programa: DESafíos: Los derechos económicos y justicia social para las mujeres en Latinoamérica y Caribe. En la primera parte de este trabajo se revisan los temas de género relacionados con la salud. La línea de análisis expuesta presta atención a diversas dimensiones de la política. En concreto, las críticas de los programas de ajuste estructural; el sesgo conceptual omnipresente en la economía que es "ciego" al género; y las implicaciones de género de la visión dogmática neoliberal de la RSS que el Banco Mundial ha auspiciado. En la segunda parte se plantea un desafío a los enfoques burocráticos sobre la incorporación transversal del enfoque de género, defendiendo un enfoque más sensible al contexto, que articule el género dentro del análisis de las políticas de salud.

El Programa Nacional de Planificacion Familiar del Sistema Nacional de Salud, ha tenido un discreto avance en los primeros seis meses de 1990, pues el incremento en el numero de usuarios activos es 3.4% en relacion al valor registrado en diciembre de 1989. En tanto que en el Programa de Planificacion Familiar de la Secretaria de Salud, durante los primeros seis meses de 1990 se captaron 281,588 nuevos aceptantes en todo el pais; esta cifra representa el 29% de la meta anual asignada. Respecto al ano anterior, en el mismo periodo se capto 33% menos aceptantes, ya que en 1990 en todas las entidades federativas, excepto en Oaxaca, bajo el numero de ingresos registrados. Se menciona que el sistema de referencia y contrareferencia de usuarios de planificacion familiar o de personas enfermas que requieren de la atencion medica en una unidad de salud, no esta funcionando en todas las entidades, por ello no se ha tenido todo el beneficio esperado para la poblacion rural de las comunidades incluidas en la Estrategia de Extension de Cobertura (EEC). En algunas unidades medicas, se rechaza a las personas que canaliza la auxiliar de salud y es porque ignoran la importante labor que esta desarrollando en estas localidades carentes de servicios medicos. Es por esto que recomienda hacer extensiva la comunicacion de los servicios que se otorgan en la EEC a todo el personal aplicativo, tanto medico como de enfermeria, a fin de que se apoye, en todo lo posible, a la auxiliar de salud, para que esta realice cada vez, mas actividades encaminadas a mejorar la salud de la poblacion de las comunidades.

Payments for Environmental Services (PES) are being considered worldwide with great interest and expectation. Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.
