The Department of Defense (DOD) considers the transformation1 of the U.S. military a strategic imperative to meet the security challenges of the new century. In October 1998, DOD established a joint concept development and experimentation program to provide the engine of change for this transformation. The U.S. Joint Forces Command, the executive agent of the program, carries out experiments-with support from the military services, the combatant commands, and other DOD organizations-to explore and analyze new joint operational and organizational concepts. The experiments can include studies and analyses, conferences, workshops, seminars, war games, and simulated or live field experiments. On the basis of these experiments, the Joint Forces Command recommends changes aimed at achieving significant improvements in joint capabilities. The Joint Requirements Oversight Council2 reviews the Command's recommendations, and the Chairman of the Joint Chiefs of Staff is responsible for approving them. The Council also oversees the implementation of approved recommendations. The cumulative changes are expected to contribute to the way U.S. military forces are transformed. In November 2001, DOD also created an Office of Force Transformation to foster innovation and experimentation and assist the Secretary of Defense to develop guidance and identify strategies and policies for transformation. Because of the central role DOD's joint experimentation program plays in military transformation, we reviewed related activities to determine whether changes are needed to improve the program's ability to focus on future joint operations, military transformation, and the rapid integration of results.

The United States is at a critical crossroads. The world of today bears little resemblance to the recent past, and the world of tomorrow promises very different security challenges. While our military superiority seems unassailable, there is no guarantee that competitors will not emerge and put national interests at risk in the future. In the meantime the old world order has shifted, new nations have been born, non-state actors have become key players, economic power is ever more prominent, and technology is advancing at an increased pace. These dynamics have led to entirely new dimensions in the character of warfare. We are thus faced with transforming national security structures while not precipitously abandoning central military capabilities that have kept us secure over the last quarter century. We ignore this summons at the Nation's peril. To help meet the challenge Congress passed the Military Force Structure Review Act of 1996 which required the Department of Defense to undertake "a comprehensive examination of the defense strategy, force structure, force modernization plans. infrastructure, budget plan, and other elements of the defense program and policies with a view toward determining and expressing the defense strategy of the U.S. and establishing a revised defense program through the year 2005." The result of that effort was the Report of the Quadrennial Defense Review which was released in May 1997. It embraced Joint Vision 2010 as a template for transformation and offered a strategy of shape-respond-prepare allowing for the near simultaneous conduct of two major theater wars as well as smaller scale contingencies. It assumed an annual DOD budget of $250 billion extended over time and recommended no major changes in the "above the line" force structure (divisions, air wings, Marine expeditionary forces, and carrier battle groups).

At the end of the first decade of the 21st century, the United States is involved in two ongoing wars, faces a significant international terrorist threat, and is witnessing an escalation of international resistance to its leadership of the global world order. Revolutionary leaps in battlespace capabilities are the direct result of successful military transformation. By definition, transformation requires mobilizing skills, people, programs, funding and policies. The four major elements that form the foundation of a successful transformation of any large organization are intellectual, cultural, technical and leadership. The Department of Defense (DoD), like most large complex organizations, struggles to embrace transformation. Disruptive weapon systems are the principal determinants for transformation. A disruptive weapon system is the synergistic integration of disruptive technologies with new operational concepts, doctrine, organizational structure, personnel policies, education and training. The fielding of these weapon systems shatter the national security community status quo and transform the art of war. Therefore, the transformation required to field disruptive systems faster, cheaper, and better is a critical element in the overall transformation of our national St security' forces for the 21st century. The Chairman of the Joint Chiefs of Staff (CJCS) challenged the National Defense University to propose innovative solutions to a problem or impediment to adapting/transforming America's armed forces to meet the security demands of the 2 1" century. For two warriors who have fought the intellectual battles to field revolutionary capabilities, this was a welcome opportunity to identify problems inherent in the current DoD process for fielding disruptive weapon systems and recommend a new way forward. This paper starts with a brief background section. With the context defined, we transition into the core of the proposal by discussing the strategic challenges to transforming the processes which pull a disruptive weapon system out of science and technology through research and development into the system development process.
