Excerpt: ... by any pupil in any of the said normal schools, their places may be supplied by any other representative district of the state, the manner of appointment being the same as in section 8. Id. 9. (3557) 42. Visitors. Sec. 10. After any normal school shall have commenced its first term, and at least once in each year thereafter, it shall be visited by three suitable persons, not members of the normal board, who shall be appointed by the superintendent of public instruction, who shall examine minutely the various departments of the school, and report in writing to the superintendent of public instruction their views with regard to its condition, and any other matters they may judge expedient. Such visitors shall be appointed annually. Id. 10. (3558) 43. Superintendent. Sec. 11. It shall be the duty of the superintendent of public instruction, once at least in each year, to visit each normal school, and annually make to the legislature a full and detailed report of the doings of the board of directors, and of all their expenses, and the moneys received from every source, and the prospects, progress and uscfulnoss of said school. Id. 11. (3559) 44. Location, etc. Sec. 12. The board of education of any town or city having a thoroughly graded system of schools, with a high school department in successful operation, is hereby authorized to make proposals to the state normal commissioners for the location of a state normal school, and to furnish suitable rooms and apparatus for the successful operation of said normal school; and the said board of education may, if they see proper, furnish the use of the public school buildings and apparatus for such purpose.
